Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 18 - Adoption of a motion to accept the Historic District Design Guidelines. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community; Pride of Past, Promise <br />of Future. <br /> <br />Background: <br />. FOCUS Historic Districts is a City Council directed project to develop a new <br />historic preservation program and modernize the design review process. The <br />Committee formed to accomplish this goal consisted of citizens from the Historic <br />Districts and Civic Leagues, City staff and the Consulting team of Frazier and <br />Associates. The Committee was led by a City Council liaison. <br />. The ensuing FOCUS Historic Districts project report, developed after extensive <br />community input, contained recommendations that called for revising the historic <br />architectural review process, creating a new Historic Preservation Commission (HPC) <br />review board to take the place of the City's Commissions of Architectural Review (CAR), <br />and the development of a new set of Historic District Design Guidelines for each historic <br />district. <br />. The new set of Historic District Design Guidelines contain preservation <br />information specific to each historic district. The Guidelines also help to streamline the <br />historic design review process and were developed with the input of the new Historic <br />Preservation Commission. <br />. In response to a recommendation in the final report to update the City's <br />regulations, City Council adopted amendment CA-07 -03 in September of 2007 that <br />revised the Code sections pertaining to historic districts within the City's Zoning <br />Ordinance. This ordinance will take effect January 1, 2008. <br />. The new regulations call for the creation of the Historic Preservation Commission <br />(HPC) and the adoption of Historic District Design Guidelines to hear cases for all <br />historic districts. In November and December of 2007, City Council appointed members <br />to the new HPC. <br />. On December 11, 2007, City Council received an update on the project and <br />reviewed the template Guideline for Truxton. <br /> <br />Discussion: <br />. The new regulations require the adoption of the Historic District Design <br />Guidelines and procedures for the operation of the Historic Preservation Commission <br />(HPC) by City Council. <br />
