<br />January 22. 2008 <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $600 FROM OFFICER <br />DOWN MEMORIAL PAGE, INC., AND APPROPRIATING SAID AMOUNT IN THE FY <br />2007-2008 GRANTS FUND FOR A MEMORIAL TO POLICE OFFICERS KILLED IN <br />THE LINE OF DUTY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 37 - Adoption of an ordinance appropriating $347,885 in the FY 2007-2008 <br />General Fund Operating Budget to establish a Community Enforcement Unit (CEU) <br />Pilot Program. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Code of Virginia recognizes the Sheriff as the conservator of the peace, <br />charged with the enforcement of all criminal laws within his jurisdiction. This duty, <br />coupled with the duty of the Police Department of a given county, city or town, <br />authorizes the investigation of all violations of the law and service of criminal warrants. <br />. The Community Enforcement Program (CEU) will enhance the partnership <br />between all Public Safety agencies to provide a safer Portsmouth. <br />. The CEU Program will display the collaborative partnership between the Police, <br />Civic Groups, Neighborhood Watch, etc., in enhancing the quality of life for our <br />Portsmouth Family. <br />. The CEU Program's operations will include, but not be limited to, general patrol <br />and community involvement, traffic enforcement, gang intervention, truancy/curfew law <br />enforcement, warrant service, and code enforcement. <br /> <br />Discussion: <br />. Establishment of the CEU Program allows the Sheriff's Department to respond <br />and assist the Police Department and NIO in a timely manner and to carry out an <br />uninterrupted resolution to any and all problems that may occur. <br /> <br />Financial Impact: <br />. CEU Program will be funded through monies generated by the Sheriff's <br />Department through the housing of Federal inmates. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principle Advanced: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Acquire necessary equipment and personnel to establish the CEU Pilot Program. <br /> <br />1. Anne Bremer, 256 Constitution Avenue, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $347,885 IN THE FY 2007-2008 GENERAL FUND <br />OPERATING BUDGET TO ESTABLISH A COMMUNITY ENFORCEMENT UNIT <br />(CEU) PILOT PROGRAM." <br />
