293 <br /> <br /> March 24, 1992 <br /> <br /> Motion of Mr. King and seconded by Mr. Hawks, the following <br />ordinance was .adopted on first and final reading and by the <br />following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $151,000.00 FROM THE PUBLIC <br />UTILITY CAPITAL IMPROVEMENTS FUND FOR THE PURCHASE OF <br />TEMPORARY AND PERMANENT EASEMENTS AND RIGHTS-OF-WAY <br />FROM 31 LAND OWNERS ALONG THE ROUTE PROPOSED FOR THE <br />CHURCHLAND WATER TRANSMISSION MAIN." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Williams, Webb <br />Nays: None <br /> <br /> 92-107 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $60,000 from the Public Utility <br />Capital Improvements Fu~d.for~repair of the Wastewater Sludge <br />Lagoon and award of the contract to the low bidder, Witt Williams, <br />Incorporated and Schnabe~l !Engineering. <br /> <br /> "In Ma~ch of 1991~, a section of the Water,Treatment Plant's <br />Wastewater Sludge Lagoon berm collapsed. After an eight month <br />study and monitoring period, it was determined that the collapse <br />would seiriously affect the operation of the lagoon andi shorten <br />useful life of the facility. <br /> <br /> The requested appropriation will provide the necessary funds <br />to permanently repair the facility and regain the expected life <br />span of the lagoon. The project was publicly bid and the low bid <br />received to perform the repairs was $49,800 from Witt Williams, <br />Incorporated. 7 Inspectiont testing and administrative costs are <br />expected to be $t0,200J · <br /> <br /> I, there~fore, rec~ommend.that~an appropriation of $60,000 be <br />approved from the Public Utility Capital ImprOvements Fund and <br />further recommend that the contract be awarded to Witt Williams, <br />Incorporated and Schnabel Engineering in order for this work to <br />begin <br /> <br /> Additionally, in accordance with your direction to have two <br />readings!On appropriations, I recommend yoUr~defe~ral of this item <br />until the meeting of April 14, 1992. with your approval of this <br />item, the.balance in the Public Utility Capital Improvements Fund <br />will be $15~918,507." <br /> <br /> Motion of Mr. Epp~rson and seconded by Mr. Williams, the <br />following ordinance Was deferred to the Regular Meeting of Apri~l <br />14, 1992, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $60,000.00 FROM THE UTILITy <br /> CAPITAL IMPROVEMENTS FUND TO REPAIR PORTSMOUTH'S WATER <br /> TREATMENT PLANT'S WASTE WATER SLUDGE LAGOON." <br /> <br /> 92-108 - Letter from the City Manager recommending adoption <br />of an o~rdinance to amend the Code of the City of Portsmouth, <br />Virginia, 1988, by repealingl Article XXIV of Chapter 2 thereof, <br />pertaining t~ the Jail Advisory Board, and b~ adding Section 2-793 <br />of Article XXVI of Chapter 2 as it pertains to the Community <br />Corrections Resources ~oard. <br /> <br /> "You have been advis~d~hati~the ~Jail Advisory Board has <br />completed its mission and no longer holds regularly scheduled <br />meeti~ngs. In keepin~ w~th the policy for Boards and Co/~mission~ <br />that have become inactive or have completed their missions, an <br />ordinance has been prepared to retire the Jai~ Advisor~ Board· <br />This ordinance will at the same time reassign the duty of hearing <br />inmate grievances from this Board to the Community Corrections <br />Resources Board· <br /> <br />The ordinance is presented for youradoption.'
