<br />October 23. 2007 <br /> <br />Background: <br />. Each year, the Department of Environmental Quality (DEQ) provides the City of <br />Portsmouth's Clean Community Commission with non-competitive grant funds for <br />program efforts executed in Portsmouth neighborhoods and communities. <br />. The funds received from DEQ allows the promotion of litter prevention, clean up, <br />and beautification of Portsmouth communities, neighborhoods, and city gateways. <br />. Quality neighborhoods promote livability in the city and encourage economic <br />development and fiscal strength. <br /> <br />Discussion: <br />. The Clean Community Commission and its program activities empower and <br />educate citizens and constituents with a means to upgrade, maintain, and improve the <br />quality and livability of the city. The activities and efforts set the stage for a cleaner <br />more beautiful city that is capable of providing the best possible resources and <br />opportunities to citizens, businesses and our economy. <br /> <br />Financial Impact: <br />. There is no match required. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. The Clean Community Coordinator will provide grant program oversight. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $17,405 FROM THE <br />VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY AND APPROPRIATING <br />THE SAME AMOUNT IN THE FY 2007-2008 GRANTS FUND FOR THE <br />IMPROVEMENT, CLEAN-UP, AND BEAUTIFICATION OF PORTSMOUTH <br />NEIGHBORHOODS." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />07 - 459 - Adoption of an ordinance accepting funds in the amount of $147,040 from <br />the State Compensation Board and appropriating the same amount in the FY 2007- <br />2008 General Fund Operating Budget for technology updates being implemented by the <br />Clerk of the Circuit Court. Vision Principles: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Clerk of Circuit Court assesses a fee of $5.00 upon all civil actions, upon <br />each instrument to be recorded in the deed books, and upon each judgment to be <br />docketed in the judgment lien docket book. These funds are to be utilized for <br />implementing automation plans to modernize land records and provide secure remote <br />access to land records. <br />. This source is also used to fund the updating of office automation and <br />information technology equipment, including software and conversion services. These <br />funds may also be used to preserve, maintain and enhance court records. <br />. The total amount of available funds from the Compensation Board for FY 2008 is <br />$147,040. <br />. The Clerk of Circuit Court has requested that $147,040 be disbursed to the City's <br />FY 2007-2008 General Fund Operating Budget for purchasing services and equipment <br />to update the office. <br />
