<br />October 23. 2007 <br /> <br />- City Manager's Report - <br /> <br />07 - 457 - Adoption of an ordinance accepting a grant in the amount of $78,207 from the <br />U.S. Department of Homeland Security and appropriating $104,277 in the FY 2007- <br />2008 Grants Fund for technology and equipment for the Portsmouth Police Department <br />Marine Patrol. Vision Principle: World Class Maritime Center and Bold New Directions. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $78,207 from <br />the Department of Homeland Security to provide funds for technology, equipment for <br />Portsmouth Police Depart Marine Patrol. <br /> <br />Discussion: <br />. This funding will be used to implement and operate the Department of Homeland <br />Security's strategic law enforcement and security mission on surface and subsurface <br />maritime domain awareness and critical port infrastructure threat detection in the <br />designated area of Norfolk Harbor. <br />. This grant application is a regional collaborative effort involving the Portsmouth <br />Police and Fire Departments, Norfolk Police and Fire Departments and the Chesapeake <br />Police Department. The overall goals of the combined efforts and assets of this grant <br />between the various municipalities and subordinate agencies is to provide a strong <br />integrated command and control presence, enhance surveillance and interdiction <br />capabilities, and to provide detection and mitigation of any maritime domain threat <br />presented to Norfolk Harbor. <br />. These funds will be used to achieve these goals by helping to procure specific, <br />specialized equipped vessels and designated Homeland Security equipment. In <br />addition, this grant will help foster enhanced cooperative and synergistic partnerships in <br />the Port Security environs as a result of cross training, critical crew resource sharing <br />and lessons learned benchmarking between first-tier response agencies. <br /> <br />Financial Impact: <br />. The grant award amount is $78,207. The City is responsible for providing a 25% <br />cash match of $26,070 bringing the total amount appropriated to $104,277. There is no <br />continuing obligation from the City once the grant has ended. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: World Class Maritime Center, and <br />Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. R. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $78,207 FROM THE U.S. <br />DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING $104,277 IN THE <br />FY 2007-2008 GRANTS FUND FOR TECHNOLOGY AND EQUIPMENT FOR THE <br />PORTSMOUTH POLICE DEPARTMENT MARINE PATROL." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, Randall <br />Nays: None <br /> <br />07 - 458 - Adoption of an ordinance accepting a grant in the amount of $17,405 from the <br />Virginia Department of Environmental Quality and appropriating the same amount in the <br />FY 2007-2008 Grants Fund for the improvement, clean up, and beautification of <br />Portsmouth neighborhoods. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br />
