October 23. 2007 - City Manager's Report - 07 - 457 - Adoption of an ordinance accepting a grant in the amount of $78,207 from the U.S. Department of Homeland Security and appropriating $104,277 in the FY 2007- 2008 Grants Fund for technology and equipment for the Portsmouth Police Department Marine Patrol. Vision Principle: World Class Maritime Center and Bold New Directions. Background: . The Portsmouth Police Department has received grant funding of $78,207 from the Department of Homeland Security to provide funds for technology, equipment for Portsmouth Police Depart Marine Patrol. Discussion: . This funding will be used to implement and operate the Department of Homeland Security's strategic law enforcement and security mission on surface and subsurface maritime domain awareness and critical port infrastructure threat detection in the designated area of Norfolk Harbor. . This grant application is a regional collaborative effort involving the Portsmouth Police and Fire Departments, Norfolk Police and Fire Departments and the Chesapeake Police Department. The overall goals of the combined efforts and assets of this grant between the various municipalities and subordinate agencies is to provide a strong integrated command and control presence, enhance surveillance and interdiction capabilities, and to provide detection and mitigation of any maritime domain threat presented to Norfolk Harbor. . These funds will be used to achieve these goals by helping to procure specific, specialized equipped vessels and designated Homeland Security equipment. In addition, this grant will help foster enhanced cooperative and synergistic partnerships in the Port Security environs as a result of cross training, critical crew resource sharing and lessons learned benchmarking between first-tier response agencies. Financial Impact: . The grant award amount is $78,207. The City is responsible for providing a 25% cash match of $26,070 bringing the total amount appropriated to $104,277. There is no continuing obligation from the City once the grant has ended. Staff Recommends: Adoption of proposed ordinance. Vision Principle: World Class Maritime Center, and Bold New Directions. Next Steps Following Council Action: . The Chief of Police or his designee will provide grant management and oversight. Motion by Mr. Heretick, and seconded by Mr. R. Smith, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $78,207 FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING $104,277 IN THE FY 2007-2008 GRANTS FUND FOR TECHNOLOGY AND EQUIPMENT FOR THE PORTSMOUTH POLICE DEPARTMENT MARINE PATROL." Smith, Randall Nays: None 07 - 458 - Adoption of an ordinance accepting a grant in the amount of $17,405 from the Virginia Department of Environmental Quality and appropriating the same amount in the FY 2007-2008 Grants Fund for the improvement, clean up, and beautification of Portsmouth neighborhoods.
