<br />October 23. 2007 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 23, 2007, there <br />were present: <br /> <br />Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth <br />M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, <br />City Attorney G. Timothy Oksman. <br /> <br />Councilman Stephen E. Heretick opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Randall called the meeting to order and welcomed all In <br />attendance. <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Psimas, to approve the minutes of <br />a Called Meeting on October 8, 2007, of a Called Meeting on October 9, 2007, and of a <br />Regular Meeting on October 9,2007, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />07 - 456 - Code amendment applications: <br /> <br />(a) CA-07-04 <br /> <br />HISTORIC DISTRICTS - Code amendment to Chapter 40 of <br />the Code of the City of Portsmouth, Virginia, the Zoning <br />Ordinance to reduce the parking requirements in Historic <br />Districts, allow zero lot line development in select areas and <br />reduce the required lot area for single-family development in <br />Olde Towne and Park View and exempt Historic Districts from <br />the lot merger requirements. Vision Principle: Bold New <br />Directions. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. D. Smith, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that CA-07 -04 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />(b) CA-07 -05 <br /> <br />CITY-WIDE - The City of Portsmouth requests a Code <br />Amendment of Section 40-162 of the Code of the City of <br />Portsmouth, Virginia to allow for the Zoning Administrator or <br />his/her representative to issue a zoning clearance for a <br />building permit for single-family detached structures on non- <br />conforming lots meeting 80% of the dimensional requirements <br />established by the zoning district. Vision Principle: Bold New <br />Directions. <br /> <br />There were no speakers. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. R. Smith, to concur with the <br />recommendation of the Planning Commission that CA-07 -05 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, D.
