001 October 23. 2007 At a Called Meeting of the City Council on Tuesday, October 23, 2007, there were present: Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. 07 - 452 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 23, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 453 - The following items were discussed in Public Work Session: 1. Introduction of Paul D. Holt III, Planning Director 2. Community Enforcement Unit Pilot Program - Sheriff William Watson 3. Sound Wall - John Rowe 07 - 454 - Motion by Mr. Heretick, and seconded by Mr. D. Smith, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to discuss the possible acquisition of real property for a puelic purpose. The subject matter of the meeting is the possible acquisition of real property in the northside area for the purpose of a public park. The purpose of the meeting is to permit discussion of negotiating position and strategy. The motion was adopted by unanimous vote. Motion by Mr. Moody, and seconded by Mr. D. Smith, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
