Funding will be reimbursed by the State for 50% of the Compensation Board <br />approved salary scale or $9,546 per position for a total reimbursement of $19,092. The <br />salary scale approved for each position at a minimum salary as determined by the <br />Human Resources Department is $25,596. <br />. The City Treasurer's Office is committed to increasing the administrative fees <br />associated with collection of delinquent taxes to mitigate the local share cost totaling <br />$50,288 for these positions. The total cost (salaries and fringe benefits) for the two <br />additional positions is $69,380. <br /> <br />Financial Impact: <br />. The local share cost is $50,288, which includes associated fringe benefit costs <br />for the additional two positions and will be offset by additional revenue identified by the <br />City Treasurer. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. The City Treasurer will coordinate with the Department of Human Resources and <br />Finance regarding funding and the initiation of the application process. <br /> <br />Motion by Mr. Moody, and seconded by Mr. D. Smith, Randall <br />Nays: None <br /> <br />07 - 438 - Adoption of an ordinance declaring that a potential shortage of water exists <br />in the City of Portsmouth's water system and authorizing the City Manager to take <br />special measures of prudent management to prevent a crucial water shortage for the <br />preservation of public health, safety, and welfare. Vision Principles: Thriving <br />Neighborhoods and a Sense of Community, and a Robust and Prospering Economy. <br /> <br />Background: <br />. Portsmouth and the entire South Hampton Roads Region is in the midst of what <br />the U.S. Drought Monitor classifies as a "Severe Drought" condition with current yearly <br />rainfall over 15 inches below normal (as recorded at Portsmouth's Lake Kilby Water <br />Treatment Plant). <br />. While previously approved contractual purchases of raw water from Norfolk have <br />helped mitigate the decline in Portsmouth's reservoir levels, these levels still continue to <br />fall in the face of the continuing drought. <br /> <br />Discussion: <br />. In order to respond to continuing drought conditions as they unfold, it is prudent <br />management to authorize the City Manager to take appropriate response measures to <br />preserve Portsmouth's water supply. <br />. The Hampton Roads Planning District Commission called for region-wide <br />voluntary conservation measures on September 19, 2007 as a first response to area- <br />wide drought conditions. <br /> <br />Financial Impact: <br />. The impact to the Public Utilities Enterprise Fund is unknown at this time as the <br />duration of the drought and the corresponding measures required in response are <br />uncertain. The Public Utilities Enterprise Fund does have adequate available <br />unrestricted cash assets to help mitigate monetary impacts. <br />
