<br />October 9. 2007 <br /> <br />07 - 436 - Adoption of an ordinance accepting a grant in the amount of $46,166 from <br />Virginia Department of Motor Vehicles and appropriating the same amount in the FY <br />2007 -2008 Grants Fund for comprehensive law enforcement of violations in the areas <br />of driving under the influence, speeding, and vehicle occupant restraint. Vision <br />Principles: Bold New Directions, Lifelong Learning Community, Thriving <br />Neighborhoods and a Sense of Community, and Pride of Past, Promise of Future. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding in the amount of <br />$46,166 from the Virginia Department of Motor Vehicles (DMV). The funds will be used <br />for Comprehensive Driving under the Influence (DUI), Speed, Passenger Vehicle and <br />Commercial Motor Vehicle (CMV) Occupant Restraint Enforcement. <br />. These funds will be used to provide Overtime payment and law enforcement <br />equipment to be utilized in the areas of Comprehensive Driving under the Influence <br />(DUI), Speed, Passenger Vehicle and Commercial Motor Vehicle (CMV) Occupant <br />Restraint Enforcement. <br /> <br />Discussion: <br />. Through the use of educational efforts, enforcement and partnership building, the <br />Portsmouth Police Department desires to significantly increase CMV seatbelt usage and <br />to also reduce potential injuries resulting from traffic accidents. <br /> <br />Financial Impact: <br />. The City will provide an in-kind match of $14,854. There IS no continuing <br />obligation from the City once the grant has ended. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Acquire necessary equipment and educate our citizens and commuters on the <br />importance of maintaining safe speeds and utilizing occupant restraints in both <br />passenger and commercial motor vehicles <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. R. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $46,166 FROM <br />VIRGINIA DEPARTMENT OF MOTOR VEHICLES AND APPROPRIATING THE <br />SAME AMOUNT IN THE FY 2007-2008 GRANTS FUND FOR COMPREHENSIVE <br />LAW ENFORCEMENT OF VIOLATIONS IN THE AREAS OF DRIVING UNDER THE <br />INFLUENCE, SPEEDING, AND VEHICLE OCCUPANT RESTRAINT." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, Randall <br />Nays: None <br /> <br />07 - 437 - Adoption of an ordinance to appropriate an additional $69,380 in the FY <br />2007 -2008 General Fund to be used for the cost of two new Deputy I positions in the <br />City Treasurer's Office. Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br />. The Compensation Board for the Commonwealth of Virginia approved two new <br />Deputy I positions based upon the workload measures associated with the activities of <br />the Portsmouth City Treasurer's Office. <br />
