As water supply conditions dictate, the City Manager, through the Director of <br />Public Utilities/Works, shall keep the City Council and Portsmouth's citizens apprised of <br />the impacts of the drought and the need for further conservation measures. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. R. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />1. Ellis James, 2021 Kenlake Place, Norfolk, spoke in support of this item. <br /> <br />"ORDINANCE DECLARING THAT A POTENTIAL SHORTAGE OF WATER EXISTS <br />IN THE CITY OF PORTSMOUTH'S WATER SYSTEM AND AUTHORIZING THE CITY <br />MANAGER TO TAKE SPECIAL MEASURES OF PRUDENT MANAGEMENT TO <br />PREVENT A CRUCIAL WATER SHORTAGE FOR THE PRESERVATION OF PUBLIC <br />HEALTH, SAFETY, AND WELFARE." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, Randall <br />Nays: None <br /> <br />07 - 439 - Adoption of a resolution authorizing the City Manager to execute a Project <br />Administration Agreement with the Virginia Department of Transportation for <br />construction and design projects for Freedom Avenue and McLean Street. Vision <br />Principles: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Funds were made available from the Virginia Department of Transportation <br />(VDOT) for the funding of transportation projects through the FY 07-08 Revenue <br />Sharing Program. The program is administered through VDOT. <br />. The Engineering Department submitted an application to VDOT to fund a portion <br />of the construction cost of Freedom Ave., which will serve the Tidewater Community <br />College (TCC) campus, and to provide design funds for McLean St. improvements. <br /> <br />Discussion: <br />. In response to the submitted application, the City of Portsmouth received <br />$1,000,000 in Revenue Sharing funds from VDOT. $900,000 is designated for <br />Freedom Ave. and $100,000 for McLean St. design. <br />. In order to receive the funds and administer the projects for which the grant was <br />received, the City of Portsmouth is required to sign the attached Project Administration <br />Agreement with VDOT. <br /> <br />Financial Impact: <br />. The Revenue Sharing funds require a 100% local match. $100,000 in matching <br />funds for McLean St. will come from existing funding in the CIP for the McLean St. <br />project. The $900,000 of local match for Freedom Ave. and the balance of funds <br />necessary to construct Freedom Ave. will be funded by the Master Developer for Victory <br />Village. The City of Portsmouth will be required to expend funds as the work is <br />completed after which VDOT will reimburse up to the awarded amount. <br /> <br />Staff Recommends: <br />Approval of resolution.
