<br />AUQust 14. 2007 <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />07 -346c <br /> <br />Background: <br />. The Virginia Department of Emergency Management has awarded the City of <br />Portsmouth $25,000 in for the 2006 Citizen Corps Program (CCP). <br />. The Citizen Corps Program recently joined the Federal Emergency Management <br />Agency (FEMA) as part of the National Preparedness Directorate. The mission of the <br />Citizen Corps is to bring "community and government leaders together to involve <br />community members in all-hazards emergency preparedness, planning, mitigation, <br />response and recovery." <br />. The CCP supports opportunities for individuals to volunteer to help their <br />communities prepare for and respond to emergencies by bringing together local <br />leaders, citizen volunteers, and the network of first responder organizations such as fire, <br />police and other emergency personnel. The goal is to have all citizens participate in <br />making their homes and communities safer, stronger, and better prepared for <br />preventing and responding to threats of terrorism, crime, and man made and natural <br />disasters. <br />. The Citizen Corps Program is coordinated through Portsmouth's Local <br />Emergency Planning CommitteelCitizens Corps Council and includes the following <br />programs: Community Emergency Response Team (CERT), Neighborhood Watch, <br />Medical Reserve Corps (MRC - citizen volunteers with medical licensing), and the <br />Portsmouth Amateur Radio Emergency Services (PARES). <br /> <br />Discussion: <br />. These grant funds will be used to acquire additional supplies and equipment <br />and to provide training to ensure the future of the CERT, Neighborhood Watch, MRC, <br />and PARES programs. <br />. All expenditures must qualify under the grant conditions. <br /> <br />Financial Impact: <br />. There is no local cash match required with this grant. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Lifelong Learning Community and <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Move forward to achieve grant milestones and goals. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $210,500 IN GRANTS FROM THE OFFICE OF THE <br />SECRETARY OF THE SUPREME COURT OF VIRGINIA, THE VIRGINIA <br />COMMISSION FOR THE ARTS PROJECT, AND THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2007-2008 GRANTS FUND." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 347 - Adoption of a resolution approving the Portsmouth Department of <br />Behavioral Healthcare Services' FY 2008 Performance Contract.
