AUQust 14. 2007

Background:
. The Code of Virginia requires that local government approve the FY2008
Performance Contract no later than September 15, 2007.

Discussion:
. The Department of Mental Health, Mental Retardation and Substance Abuse
Services (DMHMRSAS) issues a performance contract to each Community Services
Board (CSB) on an annual basis. The Performance Contract specifies the services to
be rendered for the next fiscal year relative to budgeted funding committed to each CSB
for the funding period.

. DBHS budget is approved annually by City Council during the City's operating
budget process. The Performance Contract displays this budget in the format required
by the State.

Financial Impact:
. The City must approve the Performance Contract in order to receive allocations
of State and Federal funds, or amounts subsequently revised by, or negotiated with the
DMHMRSAS Office of Community Contracting.

Staff Recommends:
Adoption of proposed resolution. Vision Principle: Thriving Neighborhoods and a Sense
of Community.

Next Steps Following Council Action:
. Pending approval, the Director of BHS will ensure DMHMRSAS is notified that
the Performance Contract was approved by City Council as verified by the City Council
Agenda minutes and Transmittal Notice.

Motion by Mr. Moody, and seconded by Mr. D. Smith, to adopt the following
resolution, and was adopted by the following vote:

"RESOLUTION APPROVING THE PORTSMOUTH DEPARTMENT OF BEHAVIORAL
HEAL THCARE SERVICES' FY 2008 PERFORMANCE CONTRACT.

WHEREAS, the Commonwealth Department of Mental Health, Mental
Retardation and Substance Abuse Services (DMHMRSAS) annually issues a
performance contract to each local community services board (CSB) specifying the
services to be rendered by the CSB for the next fiscal year relative to funding budgeted;
and

WHEREAS, the City of Portsmouth must approve the Portsmouth Department of
Behavioral Healthcare Services' FY 2008 Performance Contract by September 15,
2007.

NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth,
Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare
Services' FY 2008 Performance Contract."

Ayes: Heretick, Moody, Psi mas, D.
