Smith, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />07 - 346 - Adoption of an ordinance accepting $210,500 in grants from the Office of <br />the Secretary of the Supreme Court of Virginia, the Virginia Commission for the Arts <br />project, and the Virginia Department of Emergency Management and appropriating <br />said amount in the FY 2007-2008 Grants Fund. The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs andlor alcohol. <br /> <br />Discussion: <br />. This program was first implemented in 2000. <br /> <br />Financial Impact: <br />. There is no City cash match required. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />07 -34Gb <br /> <br />Background: <br />. The City of Portsmouth has received funds from the Virginia Commission for the <br />Arts Project Grant category. <br />. The grant is in support of the Outdoor Sculpture Competition and Exhibition in <br />the courtyard of the Courthouse Galleries. <br />. This is the third year of this annual exhibition. <br /> <br />Discussion: <br />. The grant will help cover expenses including printing a gallery guide, stipend for <br />artists, support for travel and shipping expenses. The grant will also help sponsor a <br />Juror's Choice Award. <br />. The exhibition will open on February 8, 2008 and run through October 12, 2008. <br />. The Courthouse Galleries will receive a 25% commission on all artwork sold <br />during the show. <br /> <br />Financial Impact: <br />. The Department of Museums will be matching $1,745 of the $9,455 total <br />expenses of the show. The rest of the expenses will come from other grants and artists' <br />entry fees. <br />. The match has already been budgeted. <br />
