Smith, Holley Nays: None - City Manager's Report - 07 - 346 - Adoption of an ordinance accepting $210,500 in grants from the Office of the Secretary of the Supreme Court of Virginia, the Virginia Commission for the Arts project, and the Virginia Department of Emergency Management and appropriating said amount in the FY 2007-2008 Grants Fund. Vision Principle: Lifelong Learning Community and Thriving Neighborhoods and a Sense of Community. 07 -34Ga Background: . The Portsmouth Adult Drug Treatment Court was established to serve as an intensive treatment program for the purpose of treating nonviolent felony offenders who are dependent upon drugs andlor alcohol. Discussion: . This program was first implemented in 2000. Financial Impact: . There is no City cash match required. Staff Recommends: Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a Sense of Community. Next Steps Following Council Action: . The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will rest with the Third Judicial Circuit Court of the City of Portsmouth. 07 -34Gb Background: . The City of Portsmouth has received funds from the Virginia Commission for the Arts Project Grant category. . The grant is in support of the Outdoor Sculpture Competition and Exhibition in the courtyard of the Courthouse Galleries. . This is the third year of this annual exhibition. Discussion: . The grant will help cover expenses including printing a gallery guide, stipend for artists, support for travel and shipping expenses. The grant will also help sponsor a Juror's Choice Award. . The exhibition will open on February 8, 2008 and run through October 12, 2008. . The Courthouse Galleries will receive a 25% commission on all artwork sold during the show. Financial Impact: . The Department of Museums will be matching $1,745 of the $9,455 total expenses of the show. The rest of the expenses will come from other grants and artists' entry fees. . The match has already been budgeted.
