Community Policing will continue to coordinate activities and develop stronger <br />partnerships with civic leagues, neighborhood watch organizations, churches, court <br />services and the Portsmouth School Board while combating serious juvenile crime and <br />recidivism in the designated areas. <br />. Neighborhood Restoration will continue to improve economic development, <br />physical property and housing conditions, and increased home ownership in the <br />designated areas. <br /> <br />. Prevention, Intervention and Treatment will continue to collaborate with faith- <br />based, public and private organizations to improve educational levels, reduce substance <br />abuse, reduce family violence, and increase availability of recreational and other <br />community activities in the designated areas. <br /> <br />Financial Impact: <br />. There is no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. The Chief of Police maintains the responsibility of overseeing the Weed and <br />Seed Program. <br />. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $175,000 FROM THE <br />U.S. DEPARTMENT OF JUSTICE AND APPROPRIATING SAID AMOUNT IN THE FY <br />2007-2008 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT FOR THE <br />WEED AND SEED PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />07 - 333 - Adoption of an ordinance to appropriate $2,116,800 in the FY 2007-2008 <br />Public Utilities Fund Operating Budget from unrestricted retained earnings to purchase <br />emergency drought raw water from the City of Norfolk. Vision Principle: A Robust <br />and Prospering Economy and Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. In 2002, faced with the then worst drought of record, Portsmouth, Norfolk, <br />Suffolk, the Western Tidewater Water Authority, the Virginia Departments of Health and <br />Transportation cooperated to construct a water conveyance system linking Norfolk's <br />Lake Prince Reservoir to Portsmouth's Lake Cohoon and Lake Meade Reservoirs. This <br />conveyance system was constructed to allow the transfer of up to 10 million gallons per <br />day of Norfolk's surplus raw water into Portsmouth's reservoir system in case of a <br />drought. <br />. Currently faced with another drought condition, Portsmouth plans to activate the <br />water conveyance system as conditions dictate and purchase surplus emergency raw <br />water from the City of Norfolk, if required. <br /> <br />Discussion: <br />. This supplemental appropriation will provide the funding required to purchase <br />raw water from the City of Norfolk. <br />
