<br />July 24. 2007 <br /> <br />07 - 331 - Adoption of an ordinance accepting a grant in the amount of $553,667 from <br />the Department of Criminal Justice Services and appropriating said amount in the FY <br />2007 -2008 Grants Fund for use by the Sheriff's Office to provide supervision of non- <br />violent offenders and defendants in the community. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Community Corrections & Pretrial Services Program has been continuing <br />funded by the state since 1995. It is a diversion from incarceration program. <br />. This state funding allows us to provide quality supervision to non-violent <br />offenders and defendants in the community and directly impact the jail population. <br /> <br />Discussion: <br />. The Department of Criminal Justice Services has made available $553,667 in <br />state general funds to provide these services locally. <br />. Community Corrections provides a comprehensive array of intermediate <br />sanctions to the local courts as alternatives to incarceration in the city jail. Services <br />include: probation supervision, community service work, restitution, substance abuse <br />assessment, testing and treatment, anger education, domestic violence intervention, <br />and other services as requested by the courts. Between July 1, 2005 and June 30, 2006 <br />the program served 513 Portsmouth citizens. They facilitated the collection of $35,414 <br />in restitution to victims, and $26,623 in court costs. Offenders completed 3,469 hours of <br />community service work. Over 115 offenders received conflict resolution and anger <br />education services and 234 received substance abuse services. <br />. Pretrial Services provides supervised release to defendants. Between July 1, <br />2005 and June 30, 2006 the program conducted over 998 investigations, screened <br />1,768 defendants, conducted 762 criminal record checks, received 346 placements on <br />supervision and monitored 709 defendants released by the magistrate. <br /> <br />Financial Impact: <br />. There is no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. None <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $553,667 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2007-2008 GRANTS FUND FOR USE <br />BY THE SHERIFF'S OFFICE TO PROVIDE SUPERVISION OF NON-VIOLENT <br />OFFENDERS AND DEFENDANTS IN THE COMMUNITY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 332 - Adoption of an ordinance accepting a grant in the amount of $175,000 from <br />the U.S. Department of Justice and appropriating said amount in the FY 2007-2008 <br />Grants Fund for use by the Police Department for the Weed and Seed program. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding from the U.S. <br />Department of Justice to prevent, control, and reduce violent crime, drug abuse and <br />gang related activity in designated high crime neighborhoods. <br />. These funds will be for year four of the City's five year Weed and Seed Strategy. <br />
