461 <br /> <br />- CITY MANAGER'S REPORT - <br /> <br /> 92-269 ~ Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $330,000 from the Public Utility <br />Capital Improvements Fund for structural repairs and modifications <br />to the Glens~eallah Elevated Water Tank and award of the contract <br />to the low b~dder, Odland Pr~otective Coatings. <br /> <br /> "The Director of Public Utilities is recommending the <br />appropriatio] of $330,000 from the Public Utility Capital <br />Improvements Fund for structural repairs, structural additions to <br />meet OSHA Re~ uirements, and recoating of the interior and exterior <br />of the Glens~eallah Elevated Tank. Additionally, he is requesting <br />award of a c~ntract for this work to the low bidder, Odland <br />Protective C<,atings of Blaine, Minneapolis, in the amount of <br />$324,000. <br /> <br /> The Dir~ctor of Public Utilities advises that the funding <br />amount requi],'ed for this project is above that carried in the FY <br />90-95 CIP. 7'his project was first developed in 1987 with the cost <br />estimated at $101,300. Subsequent reinspection of the tank in <br />early 1992 d~ scovered that the portions of the outsi'de coating of <br />the tank wer~ contaminated with lead requiring special <br />construction[and disposal measures. Additionally, changes in the <br />Clean Air Act require full containment of any blasting operations. <br />These two factors have significantly raised the cost of this <br />necessary pro3ect. Sufficient residual funds are available from <br />already completed Public Utilities projects to cover the <br />difference 1~ cost. The low old of $324,000 is below the <br />engineer's estimate of $365,000 for the project. <br /> <br /> I concu~ with the recommendation of the Director of Public <br />Utilities an~ request your approval to execute the contract with <br />Odland Protective Coatings, as well as appropriate $330,000 from <br />the Public U~ility Capital Improvements Fund and to transfer <br />residual funds from completed Utilities projects as appropriate. <br /> <br /> Addi%io! <br />readings on ~ <br />until the me~ <br />item, the ba[ <br />will be $7,0! <br /> <br /> Motion <br />following or( <br />August 25, <br /> <br />ally, in accordance with your direction to have two <br />.ppropriations, I recommend your deferral of this item <br />ting of August 25, 1992.
