475 <br /> <br />August 25, 1992 <br /> <br />Motion of Mr.~ Clemons and secOnded by Mr. Griffin, <br />resolution was adopted, and by the following vote: <br /> <br />A RESOL~ <br />DELEGAT] <br />URBANA~ <br />TRANSPOI <br /> <br />WHEREAS <br /> <br />the following <br /> <br />TION CALLING UPON THE VIRGINIA CONGRESSIONAL <br />ON TO OPPOSE PROPOSED FEDERAL FUNDING REDUCTIONS FOR <br />EA CAPITAL AND OPERATING ASSISTANCE TO THE TIDEWATER <br />TATION DISTRICT COMMISSION. <br /> <br />transit services are of vital importance to a <br /> <br />community, e~'pecially a central city such as Portsmouth, and are <br />an essential element of a balance transportation system; and <br /> <br /> WHEREAS, citizens use transit services to access the <br />important activities of their daily lives; and <br /> WHEREAS1 experience demonstrates that cuts in transit <br />services or increases~ in fares or both drive more riders from use <br />of transit a~d hinder transit system effectiveness and efficiency; <br />and / ~ <br /> WHEREAS~ the financial partnership of the Federal and ~tate <br />governments ~ith local transit providers such as the Tidewater <br />Transportation ~istrict CommissiOn have been a critical element in <br />the provisio~ of transit service; and <br />= WHEREAS~ the Federal goVernment is contemplating a reduction <br />o~ 6% in urbgnized area formula capital assistance, as jell as a <br />reduction of/10% in urbanized area operating assistance, and <br /> ! <br /> WHEREAS~ local governments are ill-equipped financially to <br />make up shortfalls caused Dy declines in State and Federal <br /> <br />assistance. <br /> <br /> NOW, TH] <br />of Portsmout] <br /> <br />:REFORE, BE IT REsoLVED that the Council of the City <br /> <br /> Section 1: Deplores the prospective cuts in urbanized area <br />capital and ~perating assistance being contemplated by the U.S. <br />Congress as 'unning direCtly counter to the national and local <br />goals Of achieving balanced transportation opportunities and a <br />better environment. <br /> <br /> SectiOn <br />in Federal a~ <br />the Subseque] <br /> <br />2: Foresees ~the direct result of the proposed cuts <br />~siStance being a decrease in transit ridership and <br />~t decrease in the Viability of transit systems. <br /> <br /> Section 3: Anticipates that such ill-considered cuts will <br />inevitably ciTeate a greater har~dship on those transit dependent <br />riders who can least absorb such blows. <br /> <br /> Section <br />to exert eve <br />area formula <br />a'ssistance. <br /> <br />4: Calls upon the Virginia Congressional delegation <br />7y effort to oppose the proposed cuts in urbanized <br />capital assistance and urbanized area operating <br /> <br /> Section 5: Directs that this resolution be conveyed to the <br />Virginia Congressional Delegation and to the members of the <br />Tidewater Transportation District Commission. <br /> <br /> Section 6: That this resolution shall take effect on the <br />date of its adoption. <br /> <br />Ayes: ClemonI, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> 92-289 <br />of a motion <br />Account to <br />Portsmouth. <br /> <br /> Letter from the City Manager recommending adoption <br />transfer $98,135 from the Grants Contingency <br />~prove fire protection and services to the citizens of <br /> <br /> <br />
