August 25, 1992 <br /> <br /> 92-287 - Letter from the City Manager recommending <br />adoption of a resolution appointing viewers for closing a <br />portion of Glasgow Street. <br /> <br /> "The City of Portsmouth has made application to vacate, <br />close and discontinue a portion of Glasgow Street~ The Notice <br />of Application and Request for Appointment of Viewers~has been <br />advertised ..... <br /> <br /> I recommend adoption of the resolution appointing viewers <br />for this application." <br /> <br /> Motion of Mr. Hawks and seconded by Mr. King, the <br />following resolution was adopted and by the following vote: <br /> <br /> "A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF <br /> GLASGOW STREET. <br /> <br /> WHEREAS, the City of Portsmouth has made application to <br />vacate, close and discontinue the hereinafter-described portion <br />of Glasgow Street, and it appearing that Notice of Application <br />and Request for Appointment of Viewers has been advertised as <br />required bylaw. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that Vincent Cherry, Albert Carr, <br />George N. Powers, Sr., Richard Todd and Richard Wood be <br />appointed viewers, and that Martha Glover and Cornelius <br />Harding, Jr. be appointed alternate viewers in the event one of <br />the preceding viewers fails to participate, said viewers to <br />view the hereinafter-described portion of!such street and to <br />report to this Council in writing whether in their opinion any, <br />and if any what, inconvenience would result in vacating and <br />closing the following: <br /> <br /> Glasgow Street bounded on the east by Halifax Avenue and <br />on the west by West Road (now closed), said portion of Glasgow <br />Street being adjacent to and near Maryview Hospital and being <br />more particularly shown on that certain exhibit entitled <br />"Exhibit Plat Showing Portion of 'Glasgow Street' to be vacated <br />between formerly: West Road and Halifax Avenue," made by <br />Hassell & Folkes, P.C., Engineers, Surveyors, Planners, dated <br />8/14/89, a copy of which exhibit is attached hereto and made a <br />part hereof." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> 92-288 - Letter from the City Manager recommending <br />adoption of a resolution calling upon the Virginia <br />Congressional Delegation to oppose proposed Federal funding <br />reductions for urban area capital and operating assistance to <br />the Tidewater Transportation District Commission. <br /> <br /> "The Tidewater Transportation District Commission (TTDC) <br />is facing a known decrease in state-funded transit assistance <br />for the coming fiscal year, as well as the threat of an even <br />larger cut in federal funds. The combined cuts would create a <br />hardship for transit riders and have a negative impact on <br />transit ridership~ as well as local governments and the <br />communities they serve. <br /> <br /> On July 28, 1992, the Norfolk City Council adopted a <br />resolution calling upon the Virginia Congressional delegation <br />to oppose proposed federal funding reductions for urban area <br />capital and operating assistance to TTDC. A similar resolution <br />for your review is attached, and I recommend its adoption." <br /> <br /> <br />
