476 <br /> <br />August 25, 1992 <br /> <br /> "The Fire Programs Fund provides funds to improve fire <br />service operations by making it possible to provide <br />firefighters with up-to-date safety equipment and training, <br />The 1991 Fire Program fund allocation of $98,135 has been <br />received, and Chief Donald Newberry has justified its use to <br />improve fire protection and services to the citizens of <br />Portsmouth. For example, these funds will be used to update <br />protective clothing, breathing apparatus, and other fire <br />fighting equipment. ~ ~ <br /> <br /> I, therefore, recommend that $98,135 be transferred from <br />the Grants Contingency Account to be used as indicated." <br /> <br /> Motion of Mr. Griffin and seconded by Mr. Clemons, to <br />authorize the transfer of $98,135 from the Grants Contingency <br />Account to be used as indicated and was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> 92-290 - Letter from the City Manager recommending <br />adoption of a motion authorizing the City Manager to enter into <br />an agreement with Norfolk State University, Old Dominion <br />University, and the Portsmouth School Board %o establish a <br />Tri-Cities Graduate Center in the former ~Cradock High School <br />building. <br /> <br /> "Several months ago, representatives from Norfolk State <br />University and Old Dominion University were searching for a <br />location to establish a graduate center to serve the <br />"Tri-Cities" area. After conversations with the presidents of <br />both institutions and the Superintendent of Schools, the City <br />of Portsmouth proposed that the center be temporarily housed in <br />the former Cradock High School building, with plans for new <br />construction of a permanent facility on the former~Churchland <br />High School site within the next few years. <br /> <br /> An agreement among the parties including the City of <br />Portsmouth, Portsmouth School Board, Norfolk State University <br />and Old Dominion University now has been drafted for the lease <br />of the Cradock High School building for~ the period of August <br />26, 1992 to July 31, 1995. I, therefore, request your approval <br />of a motion authorizing me to enter into an agreement with the <br />identified parties." <br /> <br /> Motion of Mr. Griffin and seconded by Mr. Clemons, to <br />authorize the City Manager to enter into an agreement with the <br />identified parties and was adopted by the following vote: <br /> <br />Ayes: <br />Nays: <br /> <br />Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />None · <br /> <br />- NEW BUSINESS - <br /> <br /> 92-292 - Motion of Mr. Epperson and seconded by Mr. King, <br />to go into Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> (1) Consideration of the use of publicly held property in <br />the southern portion of the city as permitted under Subsection <br />(A) (3). <br /> <br />Motion was adopted by unanimous vote. <br /> <br />On motion the regular meeting adjourned at 7:40 p.m. <br /> <br /> <br />
