Smith, Holley <br />Nays: None <br /> <br />07 - 283 - Adoption of an ordinance appropriating in the FY 2006-2007 Grants Fund a <br />grant in the amount of $1,000 received by the Department of Fire, Rescue, and <br />Emergency Services from the Virginia Department of Health. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Last year in Virginia, 14 infants and toddlers were killed in traffic crashes. Five of <br />them were in child seats that had been improperly installed. Another seven were not <br />secured in any type of child or booster seat as required by law. The victims ranged in <br />age from four months to five years. <br />. The Portsmouth Department Fire, Rescue and Emergency Services has entered <br />into a cooperative agreement with the State's Department of Health, Division of Injury <br />and Violence Prevention, to provide child safety seat inspections and installation <br />services to the citizens of Portsmouth in exchange for $1,000 in funds to be used for <br />purchasing of related equipment and supplies. <br /> <br />Discussion: <br />. The Department of Fire, Rescue and Emergency Services has agreed to all of <br />the services and reports required by this grant. <br /> <br />Financial Impact: <br />. There is no local cash match required. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution. Smith, Holley <br />Nays: None <br /> <br />07 - 284 - Adoption of an ordinance to amend Chapter 12 of the Code of the City of <br />Portsmouth, Virginia (2006) to authorize the imposition of a penalty and interest on <br />delinquent amounts due the City. Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br />. The City is implementing a new financial system, MUNIS, which is going live on <br />July 1, 2007. <br />. The City will start billing customers for certain miscellaneous charges, fees and <br />recoveries in MUNIS effective July 1, 2007. <br />. The City is developing a new general billing invoice and a new general billing <br />statement for these miscellaneous charges, fees and recoveries. <br />
