June 26. 2007 Discussion: . The City Treasurer seeks the authority to collect penalties and interest on the late payment of general billing invoice amounts. . A new section of City Code must be established by City Council to provide the City Treasurer with the authority to collect a penalty of 10% and interest at a rate of 10% on the late payment of all general billing invoice amounts. Financial Impact: . Revenues realized from the collection of penalties and interest on general billings will increase. Staff Recommends: Adoption of proposed ordinance. Vision Principle: A Robust and Prospering Economy. Next Steps Following Council Action: . The CFO and City Treasurer will ensure compliance with the ordinance, which is effective upon adoption. Motion by Mr. R. Smith, and seconded by Ms. Psi mas, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND CHAPTER 12 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW SECTION 12-18 ESTABLISHING PENALTIES AND INTEREST ON DELINQUENT ACCOUNTS." Smith, Holley Nays: None 07 - 285 - Adoption of an ordinance closing a portion of Cavalier Boulevard to private vehicular traffic to provide for the development of the Portsmouth Public Transfer and Transportation Center within the portion of Cavalier Boulevard so closed. City staff working in concert with Transportation District Commission of Hampton Roads staff has developed a multi phase project to develop a Public Transfer and Transportation Center in Portsmouth. The purpose of this effort is to elevate public transportation by concentrating existing services in the Victory VillagelTCC area and providing for the introduction of additional services. . In order to provide the improved service a physical site had to be located. The Departments of Planning, Development and Engineering reviewed the existing land utilization in the area. The evaluation criteria included; . Good access from the local street system . Good access from 1-264 for regional service . Located near New Port, Victory Village, TCC and Victory Crossing . Does not remove land for development or block future development . Provides enough land for future expansion of the Center An unused portion of the Cavalier Blvd. right-of-way north of the eastbound travel lane between McLean St and Victory Blvd. met the above criteria. Discussion . Financial Impact: Transportation District Commission of Hampton Roads has within its budget sufficient funds to implement the initial phase of the plan and will not need any financial assistance from the City of Portsmouth.
