<br />June 26. 2007 <br /> <br />Discussion: <br />. The City Treasurer seeks the authority to collect penalties and interest on the late <br />payment of general billing invoice amounts. <br />. A new section of City Code must be established by City Council to provide the <br />City Treasurer with the authority to collect a penalty of 10% and interest at a rate of 10% <br />on the late payment of all general billing invoice amounts. <br /> <br />Financial Impact: <br />. Revenues realized from the collection of penalties and interest on general billings <br />will increase. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. The CFO and City Treasurer will ensure compliance with the ordinance, which is <br />effective upon adoption. <br /> <br />Motion by Mr. R. Smith, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 12 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW SECTION 12-18 <br />ESTABLISHING PENALTIES AND INTEREST ON DELINQUENT ACCOUNTS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 285 - Adoption of an ordinance closing a portion of Cavalier Boulevard to private <br />vehicular traffic to provide for the development of the Portsmouth Public Transfer and <br />Transportation Center within the portion of Cavalier Boulevard so closed. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. City staff working in concert with Transportation District Commission of Hampton <br />Roads staff has developed a multi phase project to develop a Public Transfer and <br />Transportation Center in Portsmouth. The purpose of this effort is to elevate public <br />transportation by concentrating existing services in the Victory VillagelTCC area and <br />providing for the introduction of additional services. <br />. In order to provide the improved service a physical site had to be located. The <br />Departments of Planning, Development and Engineering reviewed the existing land <br />utilization in the area. The evaluation criteria included; <br />. Good access from the local street system <br />. Good access from 1-264 for regional service <br />. Located near New Port, Victory Village, TCC and Victory Crossing <br />. Does not remove land for development or block future development <br />. Provides enough land for future expansion of the Center <br />An unused portion of the Cavalier Blvd. right-of-way north of the eastbound travel <br />lane between McLean St and Victory Blvd. met the above criteria. <br /> <br />Discussion <br />. Financial Impact: Transportation District Commission of Hampton Roads has <br />within its budget sufficient funds to implement the initial phase of the plan and will not <br />need any financial assistance from the City of Portsmouth. <br />
