June 12. 2007 Discussion: . Proposed Amendment Number 39 to the Crawford Plan designates as "To Be Acquired" the following property: 1622 South Street. . The proposed amendment would be in compliance with the 2008 Action Plan reflecting acquisition, relocation and demolition related to this property. . By adopting this resolution, City Council will be authorizing the City and Authority to further the redevelopment of the Crawford area by removing blighting influences and providing opportunities for new affordable housing. Next Steps Following Council Action: . Pending approval, PRHA will proceed with acquisition negotiations and, as necessary, relocation and demolition using 2008 Community Development Block Grant funds. 1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. Motion by Mr. R. Smith, and seconded by Mr. D. Smith, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION APPROVING AMENDMENT NO. 39 TO THE CRAWFORD CONSERVATION AND REDEVELOPMENT PLAN FOR THE CRAWFORD URBAN RENEWAL PROJECT. WHEREAS, this Council by resolution adopted August 1, 1967, approved a Conservation and Redevelopment Plan for the Crawford Urban Renewal Project, Portsmouth, Virginia (Plan) and has approved subsequent amendments thereto; and WHEREAS, there has been presented to this body for consideration and approval a copy of an amended Plan (Amendment No. 39) consisting of 18 pages and four exhibits for the project area; and WHEREAS, Amendment No. 39 proposes to designate an additional property as "To Be Acquired"; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, religion, familial status, handicap, sex or national origin; and WHEREAS, in the judgment of this Council, it is in the interest of the City and its inhabitants that the said Amendment be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That regarding Amendment No. 39, it is hereby found: (a) That the objectives of the Crawford Urban Renewal Project can be better achieved by the adoption of said Amendment to the Plan.
