<br />June 12. 2007 <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTIONS 22-562(a)(11), 22- <br />576(b), 22-578(a), 22-611(b), 22-642(b), AND 22-664 THEREOF PERTAINING TO <br />THE ISSUANCE OF PARKING TICKETS." <br /> <br />Ayes: Moody, Psimas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 264 - Adoption of an ordinance appropriating in the FY 2006-2007 Behavioral <br />Healthcare Services Fund Operating Budget an allocation in the amount of $750 <br />received from the Virginia Department of Mental Health, Mental Retardation and <br />Substance Abuse Services. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Department of Mental Health, Mental Retardation, and Substance Abuse <br />Services (DMHMRSAS) will pay up to $750 per individual to fund a portion of the cost <br />incurred to obtain guardianship. <br /> <br />Discussion: <br />. DMHMRSAS is committed to providing funds andlor services that will increase <br />individuals' ability to reside in the community andlor increase their ability to be <br />discharged from institutions and into community placements. <br />. Without a guardian, some individuals with Mental Retardation are at risk of <br />institutionalization. Others, who are residing in institutions, may not be able to move into <br />the community until guardianship is obtained. <br /> <br />Financial Impact: <br />. There is no financial impact to the City. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Pending approval, the Director of Behavioral Healthcare Services will ensure <br />funds are properly dispersed and are used to fund up to $750 of the cost to obtain a <br />guardian for one individual. <br /> <br />Motion by Mr. Moody, and seconded by Mr. R. Smith, Holley <br />Nays: None <br /> <br />07 - 265 - Adoption of a resolution approving Amendment #39 to the Crawford <br />Conservation and Redevelopment Plan for the Crawford Urban Renewal Project. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Portsmouth Redevelopment and Housing Authority has continued to target <br />areas in the Crawford project for redevelopment with new affordable homeownership <br />and rental opportunities in conjunction with the Ida Barbour and Jeffry Wilson HOPE VI <br />projects. <br />
