<br />April 24. 2007 <br /> <br />Next Steps Following Council Action: <br />. City Engineer and Department of General Services will proceed with site <br />preparation and relocation of the Library. <br /> <br />Motion by Ms. Randall, and seconded by Mr. R. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION CONCERNING RELOCATION AND RENOVATION OF THE <br />PORTSMOUTH COMMUNITY LIBRARY. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager, acting for and on behalf of the City, is authorized and directed to execute <br />the attached Memorandum of Understanding (or one of similar import as approved by <br />the City Attorney) with the African-American Historical Society concerning relocation <br />and renovation of the Portsmouth Community Library. Upon execution of this <br />instrument, the City Manager or his designees shall proceed forthwith to implement all <br />obligations set forth therein. <br /> <br />BE IT FURTHER RESOLVED that this resolution shall be effective immediately <br />upon its adoption." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />07 - 199 - Adoption of a resolution authorizing the City Manager to execute an <br />agreement for reimbursement of City costs incurred in the construction of a Hampton <br />Roads Sanitation District force main. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. Public Utilities is preparing construction plans for the rehabilitation and <br />replacement of water and sewer infrastructure in the Prentis Park neighborhood. <br />. Hampton Roads Sanitation District (HRSD), the regional wastewater treatment <br />authority, has a 24-inch force main located within the City right-of-way of Camden <br />Avenue, in the Prentis Park neighborhood. This force main is over 75 years old, and <br />serves the southeastern portion of the City. <br /> <br />Discussion: <br />. HRSD and Public Utilities agree that it is in the best interests of both parties to <br />include the replacement of HRSD's force main as a part of the City proposed <br />improvements. HRSD agrees to reimburse Public Utilities for the cost of the <br />construction related to its force main. <br />. The HRSD Commission has authorized its General Manager to execute the <br />reimbursement agreement on behalf of HRSD. <br /> <br />Financial Impact: <br />. HRSD agrees to reimburse Public Utilities for the cost of the construction related <br />to its force main. There is no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps following City Council Action: <br />. The City Manager will execute the Agreement on behalf of the City to allow for <br />HRSD's construction to be included in the City's construction work at the expense of <br />HRSD. <br />. The office of the City Attorney will see to the preparation of appropriate <br />documents to be presented to the City Manager for his execution of this Agreement. <br />
