Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 198 - Adoption of a resolution concerning the relocation and renovation of the <br />Portsmouth Community Library. Vision Principles: Thriving Neighborhoods and a <br />Sense of Community, Lifelong Learning Community, and Pride of Past Promise of <br />Future. <br /> <br />Background: <br />. The Portsmouth Community Library (the "Library") is a valuable part of the City's <br />civil rights heritage. It has fallen into disrepair, and it may not remain at its present <br />location. <br />. The Portsmouth African-American Historical Society (the "Society") wishes to <br />assume responsibility for renovation and operation of the Library. <br />. This Resolution authorizes a Memorandum of Understanding (the "MOU") <br />between the City and the Society for relocation, renovation, and operation of the Library. <br /> <br />Discussion: <br />. Under the MOU, the City will move the Library to a new location on Elm Avenue, <br />conduct site preparation, and secure the building from the elements. The Society will <br />raise funds for the proper renovation and restoration of the Library and will then operate <br />it under a lease from the City for community, educational, historical, and cultural <br />purposes. <br /> <br />Financial Impact: <br />. The cost to the City is expected not to exceed $5,000 per year for operational <br />costs over the next five years. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution.
