April 24. 2007 07 -197(2): "ORDINANCE APPROPRIATING $1,809,406 IN THE FY 2006-2007 SOCIAL SERVICES FUND OPERATING BUDGET." Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None Motion by Mr. Heretick, and seconded by Mr. R. Smith, to adopt the following ordinance, and was adopted by the following vote: 07 -197(3): "ORDINANCE APPROPRIATING $996,610 IN THE FY 2006-2007 COMPREHENSIVE SERVICES ACT FUND OPERATING BUDGET." Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None Motion by Ms. Randall, and seconded by Mr. Heretick, to adopt the following ordinance, and was adopted by the following vote: 07-197(4): "ORDINANCE APPROPRIATING $455,000 IN THE FY 2006-2007 CAPITAL PROJECTS FUND FOR FIRST COLLEGE EDUCATIONAL CAPITAL PROJECT EXPENDITURES." Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None 07 - 198 - Adoption of a resolution concerning the relocation and renovation of the Portsmouth Community Library. Vision Principles: Thriving Neighborhoods and a Sense of Community, Lifelong Learning Community, and Pride of Past Promise of Future. Background: . The Portsmouth Community Library (the "Library") is a valuable part of the City's civil rights heritage. It has fallen into disrepair, and it may not remain at its present location. . The Portsmouth African-American Historical Society (the "Society") wishes to assume responsibility for renovation and operation of the Library. . This Resolution authorizes a Memorandum of Understanding (the "MOU") between the City and the Society for relocation, renovation, and operation of the Library. Discussion: . Under the MOU, the City will move the Library to a new location on Elm Avenue, conduct site preparation, and secure the building from the elements. The Society will raise funds for the proper renovation and restoration of the Library and will then operate it under a lease from the City for community, educational, historical, and cultural purposes. Financial Impact: . The cost to the City is expected not to exceed $5,000 per year for operational costs over the next five years. Staff Recommends: Adoption of proposed resolution.
