<br />April 24. 2007 <br /> <br />Motion by Mr. D. Smith, and seconded by Mr. R. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN <br />AGREEMENT WITH THE HAMPTON ROADS SANITATION DISTRICT FOR <br />PAYMENT OF COSTS OF RELOCATION AND CONSTRUCTION OF THE <br />JEFFERSON STREET-CAMDEN AVENUE FORCE MAIN. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute an agreement providing for <br />reimbursement by the Hampton Roads Sanitation District of costs incurred by the City in <br />the relocation and construction of the Jefferson Street-Camden Avenue Force Main." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />07 - 200 - Adoption of a resolution authorizing a Development Agreement and a <br />Cooperation Agreement for development of a new Portsmouth campus for Tidewater <br />Community College at Victory Village. Vision Principle: Lifelong Learning Community. <br /> <br />Background: <br />. For many years, the Portsmouth campus of TCC has been located outside of <br />Portsmouth, and Portsmouth has desired to have it relocated here. A true Portsmouth <br />location will bring great educational benefits and opportunities to our citizens. After <br />years of effort, arrangements have now been finalized by which this goal can be <br />realized. The campus will be a part of the new Victory Village, adjacent to the New Port <br />planned community and the renovated Bide-A-Wee. <br /> <br />Discussion: <br />. Construction is scheduled to commence in 2007, with completion in fall of 2009. <br />. Phase I of the new campus will entail campus buildings of approximately 183,000 <br />square feet, and the parties may at a later time agree on expansion. The site consists <br />of approximately 35 acres. <br />. The City will pay for various site improvements, as per the normal relationship <br />between community colleges and host communities. <br />. The Portsmouth Public School Division anticipates having a close working <br />relationship with TCC at the new campus and may fund additional facilities there. <br />. The agreement will be implemented by our Economic Development Authority (the <br />"EDA"), which is developing the Victory Village. The City will provide needed financial <br />backing and staff support to the EDA through a Cooperation Agreement. <br /> <br />Financial Impact: <br />. The City has committed to a maximum expenditure of $12,000,000. These funds <br />are already budgeted. There will be offsetting indirect economic benefits from having <br />the new campus in Portsmouth. These benefits are likely to be very substantial, but <br />they cannot be accurately quantified at this time. <br /> <br />Staff Recommends: <br />Adoption of proposed Resolution. Mark Geduldig-Yatrofsky, 363 Middle Street, voiced his concern with the list of <br />services and infrastructure that the City is required to provide, under this contract, <br />to the project. <br />
