November 24, 1992 <br /> <br />92-401 - Letter from the City Manager recommending adoption of an <br />ordinance to close a portion of West Road. <br /> <br /> "The City of Portsmouth has made application to close a <br />portion of West Road for the widening of High Stree%. The viewers <br />previously appointed by Council have recommended approval of the <br />application. The Planning Commission concurs in this <br />recommendation. <br /> <br /> I, therefore, recommend adoption of the ordinance closing a <br />portion of West Road." <br /> <br /> Motion of Mr. King and seconded by Mr. Griffin, the following <br />ordinance was adopted and by the following vote: <br /> <br /> "AN ORDINANCE CLOSING A PORTION OF WEST ROAD." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts Webb <br />Nays: None ' <br /> <br />92-402 Letter from the City Manager recommending adoption of an <br />ordinance to close a portion of Glasgow Street. <br /> <br /> "The City of Portsmouth has made application ~o close a <br />portion of Glasgow Street for expansion of the water tower site at <br />Maryview Medical Center. The viewers previously appointed by <br />Council have recommended approval of the application. The <br />Planning Commission concurs in this recommendation. <br /> <br /> I, ther~forel recommend adoption of the ordinance closing a <br />portion of Glasgow Street." <br /> <br /> Motion of Mr. King and seconded by Mr. Epperson, the <br />following ordinance was adopted and by the following vote: <br /> <br /> "AN ORDINANCE CLOSING A PORTION OF GLASGOW STREET." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />92~03 - Letter from the City Manager recommending adoption of <br />mo~lon to acc~p~ conveyance of the Pinners Point Plant and site <br />Hampton Roads Sanitation District (HRSD) back to the City of <br />Portsmouth. <br /> <br />a <br /> <br /> "On July 1, 1988, Portsmouth joined the Hampton Roads <br /> Sanitation District, and Portsmouth sold its Pinners Point <br /> Wastewater Treatment Plant to HRSD. A provision in the sales <br /> contract provided that the plant and its 10 acres of property <br /> would revert back to Portsmouth's ownership should HRSD ever stop <br /> treating sewage at the site. With the opening of its Virginia <br /> Initiative Plant at Lambert's Point in Norfolk, HRSD has declared <br /> the Pinners Point Plant surplus and will deed this property back <br /> to the City a~ no cost. <br /> <br /> As the PUblic Utilities Fund was paid for its investment in <br />the plant by HRSD, the plant and its property will become City <br />property. Th9 10 acre parcel and plant within the Portsmouth <br />Marine Terminal will be marketed through the City's Economic <br />Development Department. <br /> <br /> I hereby recommend that you approve a motion to accept the <br />conveyance of the Pinners Point Plant from HRSD." <br /> <br /> Motion o~ Mr. King and seconded by Mr. Hawks, the motion to <br />accept conveyance of the Pinners Point Plant was adopted and by <br />the following vote: <br /> <br /> <br />
