'548 November 24t 1992 Ayes: Clemons, Epperson, Griffin, HawKs, King, Pitts, Webb Nays: None )2-404 - Letter from the City Manager recommending adOption of a motion to transfer $12,000 from the Grants Contingency Account for'use in con~ducting sobriety Checkpoints. "The Department of Motor vehicles has awarded the City of Portsmouth a grant in the amount of $12,000 to conduct sobriety checkpoints through the Police Department. Funds obligated under this traffic safety project must be spent before September 30, 1993. No local match is required. The Police Department expects to conduct seven or eight sobriety checkpoints. The checkpoints will be scheduled during times traditionally known for the presence of intoxicated drivers on our streets and highways. Some of the funds may be used to purchase equipment related to the checkpoints, such~as alcohol-breath detectors. Each checkpoint will last approximately eight hours, including set-up time, and it will involve the presence of ten Police Officers, one Sergeant, and one Magistrate. A refurbished camping trailer will serve'as the command post. Each operation should result in ten to fifteen DUI arrests, as well as numerous other charges. In view of the potential for traffic safety improvement, I hereby recommend your approval of this program and the transfer of $12,000 from the Grants Contingency Account." Motion of Mr. King and seconded by Mr. Griffih, the recommendation to transfer $12,000 for. Youth Advisory Commission ~ Tamika Baskerville to be appointed for a term of one yeart with her term ending June, 1993. Planning Commission Robert C. Barclay, IV, to be appointed to fill an unexpired term, ending January, 1, 1995, replacing Derry ~ Haywood, II. Charles Anderson and Flossie Bridgeford, to be reappointed for terms of four years, with their terms ending on January 1, 1997. Board~of EXamination of Plumbers Jeffrey Dodd and William Sledge, to be reappointed for terms of two years, with their terms ending' on January 1, 1995. Mechanical Examining Board Alan Whitlow and Larry Smiley, to be reappointed for terms of two years, with their terms ending on January 1, 1995.
