Novembe~ 24, 1992 <br /> <br /> "At your last meeting, you held a public hearing with the <br /> Commissioners of the PortsmOuth Redevelopment and Housing <br /> Authority on the Proposed 1993 Community DeveloPment BlOck Grant <br /> Program. Among the recommended activities is the continuation of <br /> property acquis£tion in the London Boulevard corridor. Included <br /> for acquisition are about 41 properties that currently generate <br /> less than $13,000 in annual real estate taxes and which can be put <br /> to much more~productive use. 'This activity will result in <br /> relocation of about nine tenants, three businesses, and one <br /> homeowner. I am also recommending expansion of the scattered <br /> vacant site and vacant structure acquisition, which began this <br /> year in Prentis Place, to include Cradock and Park View. This <br /> program has been successful in making inexpensive acquisitions and <br /> preventing the spread of blight while at the same time providing <br />I!sites for new housing for low and moderate income citizens. Funds <br />are included ifor demolition of the New Mt. Vernon Church on <br /> PortCentre Parkway. <br /> <br /> Funding lis recommended to support a marketing study of the <br />Effingham Street corridor to determine the feasibility of making <br />additional l~nd available for commercial and retail development. <br />A matching g~ant to the Portsmouth Area Resources Coalition (PARC) <br />is also inclu!ded in the recommended funding. Finally, to support <br />Tidewater Community College's proposed Art Center, acquisition of <br />the parking 1Dt at the northwest corner of Queen and Court Street <br />is included tio address the Center's parking needs. <br /> <br /> I recommend your adoption of a resolution approving the 1993 <br />Community Development Block Grant Program. I also recommend that <br />you adopt an Ordinance appropriating the 1993 Community <br />Development Block Grant entitlement of $1,969,000, and additional <br />one-time entitlement from the 1990, 1991, and 1992 CDBG years of <br />$176,000, andl program income of $350,000 for a total appropriation <br />of $2,495,000i. <br /> <br /> I also r~commend adoption of a resolution approving Amendment <br />Number 22 to the Crawford Conservation and Redevelopment Plan. <br />The amendment!designates several properties as "to be acquired", <br />thereby permitting the Housing Authority and t~e City to continue <br />revitalizing the London Boulevard corridor. <br /> <br /> Approval of these items will authorize the City to make <br />application t0 the Department of Housing and Urban Development of <br />our CDBG fund~ and continue the high priority activities which <br />have been identified." <br /> <br />A.
