Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Pending approval, the Director of BHS will ensure the funds are utilized to <br />provide services to NGRI acquittees. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING AN ALLOCATION OF $3,500 FROM THE VIRGINIA <br />DEPARTMENT OF MENTAL HEALTH, MENTAL RETARDATION AND SUBSTANCE <br />ABUSE SERVICES IN THE FY 2006-2007 BEHAVIORAL HEAL THCARE SERVICES <br />FUND OPERATING BUDGET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Holley <br />Nays: None <br />Absent at time of the vote: D. Smith <br /> <br />07 - 169 - Adoption of an ordinance appropriating an allocation of $42,500 in Federal <br />Block Grant Funds from the Virginia Department of Mental Health, Mental Retardation <br />and Substance Abuse Services in the FY 2006-2007 Behavioral Healthcare Services <br />Fund Operating Budget. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Virginia Department of Mental Health, Mental Retardation and Substance <br />Abuse Services (DMHMRSAS) is engaged in the Transformation of its system of care to <br />a Recovery and Empowerment model of service delivery. <br />. To that end, DMHMRSAS has allocated funding on multiple occasions over the <br />past two years in a variety of ways to assist the Community Services Boards (CSBs) to <br />implement and support system change and transformation activities. <br /> <br />Discussion: <br />. The Transformation initiative is redefining and restructuring the philosophy and <br />system of mental health service delivery in Virginia to move from a disability, medical <br />model of service delivery to a recovery and empowerment model. In the Recovery <br />model, persons being served actively participate in their treatment decisions as an <br />active member of the treatment team. <br />. DMHMRSAS specified that the Mental Health Federal Block Grant funds be <br />used in one or all of three services area- Recovery Orientation, Children/Family <br />Services and/or Information Technology. BHS will be using the funds in two of the three <br />areas. BHS will provide staff and persons served with training institutes and <br />opportunities in Recovery Orientation. BHS will purchase software and equipment <br />upgrades to be prepared by July 1, 2007 to respond to the new tracking methodology, <br />Community Consumer Submission 3 for Information Technology. <br /> <br />Financial Impact: <br />.
