<br />April 10, 2007 <br /> <br />3. Dave Tynch, 3502 Cardinal Lane, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />resolution approved on first reading at the March 27, 2007 meeting, and was denied by <br />the following vote: <br /> <br />07 -71 (i): <br /> <br />Ayes: Heretick, Moody, Holley <br />Nays: Psimas, Randall, D. Smith <br /> <br />- City Manager's Report - <br /> <br />07 - 166 - Adoption of an ordinance accepting a grant in the amount of $6,589 from the <br />Virginia Department of Fire Programs and appropriating said amount in the FY 2006- <br />2007 Grants Fund Budget for use by the Department of Fire, Rescue and Emergency <br />Services for Fire Training Program equipment. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Virginia Department of Fire Programs (VDFP) funds a limited number of fire <br />training classes in Southeastern Virginia, and the "Southside Regional Fire Academy" <br />(including the cities of Portsmouth, Chesapeake, Suffolk, Franklin and the Naval <br />Regional Fire program) must provide certain "non-funded" classes to meet training <br />requirements. <br />. The VDFP does offer "Training Mini-Grants" (not to exceed $10,000) for projects <br />and programs that positively impact and/or further fire service training within the <br />Commonwealth of Virginia. <br />. The City of Portsmouth submitted a grant application to VDFP requesting monies <br />for "non-funded" Fire Academy classes in Rope Rescue Awareness and for other <br />general instructional equipment to be used in the Fire Department's Continuous <br />Learning Center located behind Fire Station 4 on Broad Street. <br /> <br />Discussion: <br />. The City has been awarded $6,589 that will be used to purchase equipment and <br />supplies for the non-funded "Rope Rescue Awareness" classes as well as quarterly <br />drills that Portsmouth's Technical Rescue Team participates in with the other localities <br />in our region. Items will also be purchased for our Continuous Learning Center. <br /> <br />Financial Impact: <br />. Although matching funds were not required by VDFP, projects providing <br />matching monies were favored. The City of Portsmouth included an in-kind match of <br />the instructors' hourly salary rates that totaled $3,840. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. Purchase equipment as approved by VDFP. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $6,589 FROM THE <br />VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2006-2007 GRANTS FUND BUDGET FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE, AND EMERGENCY SERVICES FOR FIRE <br />TRAINING PROGRAM EQUIPMENT." <br />
