<br />April 10, 2007 <br /> <br />1. Constance Davenport, 5508 Springwood Drive, spoke in opposition to proposed real <br />estate increases. <br /> <br />07 - 165 - Public hearing on street closure and housing permit applications: <br /> <br />(a) S-07-02 <br /> <br />DOWNTOWN NEIGHBORHOOD - Ordinance granting the request of <br />the Portsmouth Redevelopment and Housing Authority for the <br />closure of Barbour Drive. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE CLOSING AND VACATING A PORTION OF BARBOUR DRIVE." <br /> <br />Ayes: Moody, Psimas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />(b) HP-07-03 <br /> <br />DOWNTOWN NEIGHBORHOOD - Edward McCullough requests a <br />housing project permit to convert a two (2) story commercial structure <br />into seventeen (17) apartment units at 719 High Street. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />There were no speakers. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that HP-07 -03 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />07 - 71 - Public hearing on use permit application: <br /> <br />(a) UP-07-01 <br /> <br />KINGMAN HEIGHTS - Paul G. W. Kim requests a use permit to <br />operate a self-storage operation at 3960 Turnpike Road. Deferred <br />from the February 13, 2007 Council Meeting. Vision Principle: A <br />Robust and Prospering Economy. <br /> <br />1. Ray Eure, 901 Port Centre Parkway, spoke in support of this item. <br /> <br />2. Bill Brennan, 416 North Street, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that UP-07 -01 be approved on first <br />reading, and was denied by the following vote: <br /> <br />Ayes: Heretick, Moody, Holley <br />Nays: Psimas, Randall, D. Smith <br /> <br />- Unfinished Business - <br /> <br />07 - 71 - Use permit: <br /> <br />1. Stephen Romine, 999 Waterside Drive, spoke in support of this item. <br /> <br />2. Jon Campbell, P. O.
