April 10, 2007 1. Constance Davenport, 5508 Springwood Drive, spoke in opposition to proposed real estate increases. 07 - 165 - Public hearing on street closure and housing permit applications: (a) S-07-02 DOWNTOWN NEIGHBORHOOD - Ordinance granting the request of the Portsmouth Redevelopment and Housing Authority for the closure of Barbour Drive. Vision Principle: Thriving Neighborhoods and a Sense of Community. There were no speakers. Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE CLOSING AND VACATING A PORTION OF BARBOUR DRIVE." Ayes: Moody, Psimas, Randall, D. Smith, Holley Nays: None (b) HP-07-03 DOWNTOWN NEIGHBORHOOD - Edward McCullough requests a housing project permit to convert a two (2) story commercial structure into seventeen (17) apartment units at 719 High Street. Vision Principle: Thriving Neighborhoods and a Sense of Community. There were no speakers. Motion by Ms. Psi mas, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that HP-07 -03 be approved on first reading, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley Nays: None 07 - 71 - Public hearing on use permit application: (a) UP-07-01 KINGMAN HEIGHTS - Paul G. W. Kim requests a use permit to operate a self-storage operation at 3960 Turnpike Road. Deferred from the February 13, 2007 Council Meeting. Vision Principle: A Robust and Prospering Economy. 1. Ray Eure, 901 Port Centre Parkway, spoke in support of this item. 2. Bill Brennan, 416 North Street, spoke in support of this item. Motion by Mr. Moody, and seconded by Mr. Heretick, to concur with the recommendation of the Planning Commission that UP-07 -01 be approved on first reading, and was denied by the following vote: Ayes: Heretick, Moody, Holley Nays: Psimas, Randall, D. Smith - Unfinished Business - 07 - 71 - Use permit: 1. Stephen Romine, 999 Waterside Drive, spoke in support of this item. 2. Jon Campbell, P. O. Box 3116, Olathe, Kansas, spoke in support of this item.
