<br />March 27, 2007 <br /> <br />- City Manager's Report - <br /> <br />07 - 138 - Adoption of an ordinance accepting a grant in the amount of $62,368 from the <br />Virginia Office of Emergency Medical Services and appropriating said amount in the FY <br />2006-2007 Grants Fund Budget for use by the Department of Fire, Rescue, and <br />Emergency Services for the "Four for Life" Emergency Medical Services Program. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. In 1983, the General Assembly established a special fund (found in the Code of <br />Virginia 46.2-694) to be used only for emergency medical service purposes by imposing <br />a $1.00 fee to the registration of motor vehicles. It became known as the "One for Life" <br />fund. In 1990, a bill was passed to increase the fee to $2.00, and it was referred to as <br />the "Two for Life" program, and likewise in 2002, the fee was increased to $4.00, and it <br />has since been known as the "Four for Life" program. <br />. The purpose of this program is to provide funding for the training of emergency <br />medical service personnel and for the purchase of necessary medical equipment and <br />supplies by localities. <br /> <br />Discussion: <br />. The Office of Emergency Medical Services of the Commonwealth of Virginia has <br />awarded the City of Portsmouth $62,369 from the "Four for Life" fund for fiscal year <br />2007 upon submission of the Report of Expenditures for 2006. This report has been <br />submitted. <br />. The City plans to use the 2007 funds to train all personnel to the Emergency <br />Medical Technician - Enhanced level. A goal of the Department is to have every piece <br />of fire apparatus manned with a minimum of EMS-Enhanced certified personnel, which <br />means that they will be able to offer Advanced Life Support (ALS) services on every <br />engine response. <br />. Portsmouth may be the first Department in the State to offer this level of <br />response to its citizens. <br />. Other medical supplies, equipment and training will also be included in this year's <br />grant program. <br /> <br />Financial Impact: <br />. There is no local cash match required. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Provide training that qualifies under the "Four for Life" program and acquire <br />equipment and medical supplies. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $62,368 FROM THE <br />VIRGINIA OFFICE OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2006-2007 GRANTS FUND BUDGET FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE, AND EMERGENCY SERVICES FOR THE "FOUR <br />FOR LIFE" EMERGENCY MEDICAL SERVICES PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D.
