March 27, 2007 - Other Unfinished Business - 07 - 116 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of Portsmouth, Virginia (2006) by adopting a new Section 22-567.1 and by amending Section 22-566 thereof pertaining to Residential Parking Districts. Deferred from the March 13, 2007 Council Meeting. Vision Principle: Thriving Neighborhoods and a Sense of Community. Background: . Residential Parking Districts have been previously established and regulated by the Zoning Code under Sec. 40 - 45.7. . The terms by which an area could be qualified as a special parking district were difficult to act upon and determine if any given area could be considered to qualify for such consideration. Discussion: . At their February 27, 2007 meeting, City Council approved removal of the City Code sections dealing with Parking Districts from the Zoning Code. . Regulation and establishment of Parking Districts will be simplified by its placement in Section 22-900 of the City Code, and will eliminate the need for action by the Planning Commission. . Authority to establish Residential Parking Districts will be granted to the City Manager under new Section 22-900. Financial Impact: . The financial impact of this change will be negligible. Staff Recommends: Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a Sense of Community. Next Steps Following Council Action: . Formally establish Olde Towne South as a Residential Parking District. 1. Mark Geduldig-Yatrofsky, 363 Middle Street, voiced his concern with how Item 07-116 was being administered and suggested improvements to Council. Motion by Mr. Moody, and seconded by Ms. Randall, to defer consideration of Item 07-116 to the April 24, 2007 Council meeting. 2. Theresa Saunders-Smith, 13 Columbia Court, spoke in support of this item. Motion by Mr. Moody, and seconded by Ms. Randall, to defer consideration of Item 07-116 to the April 24, 2007 Council meeting, and was denied by the following vote: Ayes: Moody, Randall Nays: Heretick, Psi mas, D. Smith, R. Smith, Holley Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW SECTION 22-567.1 AND BY AMENDING SECTION 22-566 THEREOF PERTAINING TO RESIDENTIAL PARKING DISTRICTS." Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None
