<br />March 27, 2007 <br /> <br />- Other Unfinished Business - <br /> <br />07 - 116 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia (2006) by adopting a new Section 22-567.1 and by amending <br />Section 22-566 thereof pertaining to Residential Parking Districts. Deferred from the <br />March 13, 2007 Council Meeting. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. Residential Parking Districts have been previously established and regulated by <br />the Zoning Code under Sec. 40 - 45.7. <br />. The terms by which an area could be qualified as a special parking district were <br />difficult to act upon and determine if any given area could be considered to qualify for <br />such consideration. <br /> <br />Discussion: <br />. At their February 27, 2007 meeting, City Council approved removal of the City <br />Code sections dealing with Parking Districts from the Zoning Code. <br />. Regulation and establishment of Parking Districts will be simplified by its <br />placement in Section 22-900 of the City Code, and will eliminate the need for action by <br />the Planning Commission. <br />. Authority to establish Residential Parking Districts will be granted to the City <br />Manager under new Section 22-900. <br /> <br />Financial Impact: <br />. The financial impact of this change will be negligible. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Formally establish Olde Towne South as a Residential Parking District. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, voiced his concern with how Item <br />07-116 was being administered and suggested improvements to Council. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to defer consideration of <br />Item 07-116 to the April 24, 2007 Council meeting. <br /> <br />2. Theresa Saunders-Smith, 13 Columbia Court, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to defer consideration of <br />Item 07-116 to the April 24, 2007 Council meeting, and was denied by the following <br />vote: <br /> <br />Ayes: Moody, Randall <br />Nays: Heretick, Psi mas, D. Smith, R. Smith, Holley <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW SECTION 22-567.1 AND <br />BY AMENDING SECTION 22-566 THEREOF PERTAINING TO RESIDENTIAL <br />PARKING DISTRICTS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D.
