March 13. 2007

Discussion:
. The ergomedic cycle will be used to evaluate the fitness level of our firefighters,
and the jump ropes will directly enhance the wellness and fitness program for all of our
firefighters.
. By ensuring that firefighters are physically fit, they become healthier and
stronger, and neighborhood quality is improved through a higher level of service
delivery provided by our firefighters, paramedics and first responders.

Financial Impact:
. There is no City cash match required.

Staff Recommends:
Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a Sense
of Community.

Next Steps Following Council Action:
. Acquisition of the physical fitness equipment as provided in the grant application.

Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $750 FROM WAL-MART
STORES, INC., AND APPROPRIATING SAID AMOUNT IN THE FY 2006-2007
GRANTS FUND BUDGET FOR USE BY THE DEPARTMENT OF FIRE, RESCUE,
AND EMERGENCY SERVICES FOR PHYSICAL FITNESS EQUIPMENT."

Ayes: Heretick, Moody, Psi mas, D. Smith, Holley
Nays: None

07 - 120 - Adoption of a resolution authorizing the City Manager to execute a deed and
other necessary instruments to convey to the Economic Development Authority of the
City of Portsmouth, Virginia a parcel of land located on Frederick Boulevard near the
intersection of George Washington Highway and designated as Tax Parcel 0133-0092.
Vision Principle: Thriving Neighborhoods and a Sense of Community.

Background:
. There is a small triangular shaped parcel of property that lies adjacent to the
eastern right of way line of Frederick Boulevard. This parcel has been the subject of
discussion with the Economic Development Authority for acquisition for use as
additional access to property now belonging to Third Capital, Inc.

Discussion:
. This property is of no use to the City except the extent that there may be
drainage lines for Frederick Boulevard located within the parcel.
. The Economic Development Authority has requested that the City convey this
parcel to the Authority for potential sale in order to provide greater access to the
business of Third Capital, Inc.

Financial Impact:
. If conveyed to Third Capital, Inc. this property will become subject to real estate
taxes as assessed by the City Assessor and Economic Development would require a
purchase price commensurate with its evaluation of the parcel.

Staff Recommends:
Adoption of proposed resolution. Vision Principle: Thriving Neighborhoods and a Sense
of Community.
