<br />March 13. 2007 <br /> <br />Background: <br />. The Virginia Department of Fire Programs has been providing entitlement funds <br />to localities for twenty years. <br />. "Aid to Localities" provides Virginia cities, towns and counties with funds to pay <br />for training, construction of training centers, firefighting equipment, and protective <br />clothing. <br />. The funds are derived from one-percent of fire-related insurance coverage and <br />are allocated based on population. <br /> <br />Discussion: <br />. This year the City of Portsmouth has been notified it will receive $243,925 in Fire <br />Program Funds. <br />. Each year the City must report to the Department of Fire Programs how the <br />money is used. <br />. This year funds will be used for fire protection equipment and fire training <br />programs conducted in our new Continuous Learning Center, purchased with prior <br />year's funding. <br /> <br />Financial Impact: <br />. These grant funds require no local cash match. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principles: Thriving Neighborhoods and a <br />Sense of Community and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br />. Acquire additional fire protection equipment and continue to provide necessary <br />training for our personnel. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $243,925 FROM THE <br />VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2006-2007 GRANTS FUND BUDGET FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE, AND EMERGENCY SERVICES FOR FIRE <br />PROTECTION EQUIPMENT AND TRAINING PROGRAMS." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, Holley <br />Nays: None <br /> <br />07 - 119 - Adoption of an ordinance accepting a grant in the amount of $750 from the <br />Wal-Mart Stores, Inc., and appropriating said amount in the FY 2006-2007 Grant Fund <br />Budget for use by the Department of Fire, Rescue, and Emergency Services for <br />physical fitness equipment. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. This is the first grant award to the Portsmouth Department of Fire, Rescue and <br />Emergency Services from the Safe Neighborhood Heroes Program by way of the new <br />Wal-Mart Store located in Portsmouth. <br />. The Portsmouth Department of Fire, Rescue and Emergency Services has <br />received previous grants under this program through both Sam's Club and Wal-Mart in <br />Chesapeake. <br />. This $750 grant will be utilized specifically for a physical fitness ergomedic <br />evaluation cycle to be located at Fire Station #1 on Effingham Street and also used to <br />purchase leather jump ropes for all eight fire stations. <br />
