March 13. 2007

07 - 117 - Adoption of an ordinance to amend the FY 2006-2007 Capital Improvements
Program (CIP) by reprogramming the sum of $1,000,000 within the FY 2006-2007
Capital Projects Fund for various projects. Vision Principle: A Robust and Prospering
Economy.

Background:
. The CIP currently includes $1,000,000 in funding beyond the requirements for
the Park View Acquisitions capital project ($700,000) and the School Disposition capital
project ($300,000).
. One new and three existing capital projects have been identified with immediate
funding needs totaling $1,000,000 for FY 2006-2007.

Discussion:
. The sum of $100,000 will initiate funding for the Cradock Neighborhood
Rehabilitation capital project. This initiative represents a new capital project that is
planned to be funded at $150,000 in the FY 2007-2008 CIP, and $250,000 in the FY
2008-2009 C I P.
. The sum of $350,000 will supplement funding for the Seawall reinforcement
capital project. This additional funding will enable the first phase of reinforcement to
begin in FY 2006-2008.
. The sum of $500,000 will replenish funding previously reprogrammed to
construct a Fire Vehicle Storage Facility ($350,000) and add additional funding for the
acquisition of the property site ($150,000). This funding will enable the construction of a
facility for fire vehicles and heavy equipment that are not currently being stored in a
facility.
. The sum of $50,000 will complete funding for the APM Terminals/Maersk capital
project. This additional funding will increase the total funding for this capital project to
$1,000,000.

Financial Impact:
. This CIP reprogramming will not change the total appropriations in the Capital
Projects Fund budget.

Staff Recommends:
Adoption of proposed ordinance. Vision Principles: Bold New Directions and A Robust
and Prospering Economy.

Next Steps Following Council Action:
. The CFO will ensure that the budget action needed to reprogram the applicable
appropriations in the Capital Projects Fund by $1,000,000 is processed immediately
upon adoption of the ordinance.

Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE TO AMEND THE FY 2006-2007 CAPITAL IMPROVEMENTS
PROGRAM BY REPROGRAMMING THE SUM OF $1,000,000 WITHIN THE FY 2006-
2007 CAPITAL PROJECTS FUND FOR VARIOUS PROJECTS."

Ayes: Heretick, Moody, Psi mas, D. Vision
Principles: Thriving Neighborhoods and a Sense of Community and Lifelong Learning
Community.
