<br />February 13. 2007 <br /> <br />Discussion: <br />. Chief Newell E. Whitehead has approved this request for licensure for the Center <br />for Emergency Medical and Safety Training as an ALS provider with the conditions as <br />follows: <br />'" The Center for Emergency Medical & Safety Training ("Center") agrees to limit its <br />transport business to that of non-emergency transports at all times when operating <br />within the City of Portsmouth. <br />'" The "Center" agrees that it will not attempt to provide nor respond to emergency <br />situations (commonly known as "911 " calls) within the City, unless requested by the <br />Portsmouth Fire, Rescue and Emergency Services Department (PFRES) through a <br />mutual aid agreement. <br />'" The "Center" agrees that in the normal course of their transport business, while <br />within the City of Portsmouth, if they become aware of an emergency situation, they will <br />report it immediately to the City of Portsmouth's dispatch center to be handled by <br />PFRES. <br />'" The "Center" acknowledges that PFRES is the only designated "911" agency <br />authorized to provide emergency services and emergency transport within the City of <br />Portsmouth. <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Provide license to the "Center" for operation as an ALS service provider. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION GRANTING APPROVAL FOR THE CENTER FOR EMERGENCY <br />MEDICAL & SAFETY TRAINING, A PRIVATE EMERGENCY MEDICAL SERVICES <br />AGENCY, TO PROVIDE CERTAIN TRANSPORT SERVICES WITHIN THE CITY OF <br />PORTSMOUTH. <br /> <br />BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia: <br /> <br />That, having received a request from the Center for Emergency Medical & Safety <br />Training, a private business, for the City's approval of its application to be licensed as <br />an Advanced Life Support agency within the City of Portsmouth, and, that said approval <br />is required pursuant to Virginia Administrative Code regulation, 12 VAC5-31-410: <br /> <br />1. The Council hereby grants approval to the Center for Emergency Medical <br />& Safety Training, with the following stipulations, which must be adhered to: <br /> <br />a. That the Center for Emergency Medical & Safety Training agrees to limit it's <br />transport business to that of non-emergency transports at all times when operating <br />within the City of Portsmouth; <br /> <br />b. That the Center for Emergency Medical & Safety Training agrees that it will not <br />attempt to provide nor respond to emergency situations (commonly known as "911" <br />calls) within the City of Portsmouth, unless requested by the City of Portsmouth Fire, <br />Rescue and Emergency Services Department, through a mutual aid agreement; <br />
