<br />February 13. 2007 <br /> <br />Background: <br />. By Resolution No. R-06-48, City Council authorized an agreement with the <br />Elizabeth River Project concerning the development of a public park to be known as <br />Paradise Creek Environmental Park. <br />. Under the agreement, the City is to grant a tax exemption to the property once it <br />is acquired by the Elizabeth River Project. <br />. This ordinance would grant the tax exemption in the manner authorized by state <br />law. <br /> <br />Discussion: <br />. The Elizabeth River Project will be developing the park at its own sole expense <br />and donating it to the City. <br />. It has already acquired one portion of the property, and it will acquire the <br />remainder in the near future. This ordinance will exempt the property already acquired, <br />and it will make the remainder of the property exempt once it is acquired. <br /> <br />Financial Impact: <br />. There will be a significant financial gain for the City, which will receive at no cost <br />a fully developed waterfront park of approximately 40 acres. In addition, the park will be <br />an amenity to increase the quality of life in several Portsmouth neighborhoods. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Transmit Ordinance to City Assessor to that the portion of property that has <br />already been acquired may be officially listed as tax exempt. <br />. City Attorney to provide documentation to City Assessor once the remainder of <br />the property is acquired, so that it may also be listed as tax exempt. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO GRANT A REAL ESTATE TAX EXEMPTION TO CERTAIN <br />PROPERTY OWNED OR TO BE OWNED BY THE ELIZABETH RIVER <br />CONSERVATION AREA I ("ERCA I"), A NONPROFIT CORPORATION, SAID <br />PROPERTY TO BE DEVELOPED AS PARADISE CREEK NATURE PARK." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 78 - Adoption of a resolution granting approval for the Center for Emergency <br />Medical & Safety Training, a private emergency medical services agency, to provide <br />certain transport services within the City of Portsmouth. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Virginia State Code requires that private medical transport businesses be <br />licensed as "Advanced Life Support" (ALS) agencies by the local jurisdictions in which <br />they operate. <br />. In December 2006, the Chief Executive Officer for the Center for Emergency <br />Medical and Safety Training requested licensure to operate as a Basic Life Support <br />and Advanced Life Support service provider within the City of Portsmouth. <br />
