Smith, Holley <br />Nays: None <br /> <br />07 - 76 - Adoption of an ordinance accepting a grant in the amount of $45,625 from the <br />Commonwealth of Virginia Department of Criminal Justice Services and appropriating <br />the sum of $60,833 in the FY 2006-2007 Grants Fund Budget for support, training, <br />education and prosecution of violent crime against women. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The City of Portsmouth has received a grant from the Department of Criminal <br />Justice Services (DCJS) for continuation funding of the V-STOP Grant, administered by <br />the Commonwealth's Attorney's Office. <br />. This grant program has grown over the last seven years to serve over 600 <br />victims annually, trained up to 100 police officers annually, and coordinated six STEP <br />Council meetings per year. <br />. This program provides for support, training, education and prosecution of violent <br />crime against women. <br /> <br />Discussion: <br />. The V-STOP Grant will provide for one full-time prosecutor dedicated 100% to <br />the grant's objectives. <br />. It is estimated that this program will serve in excess of 650 victims annually. <br /> <br />Financial Impact: <br />. There is a cash match required of the City at a rate of 25% of the total award or <br />$15,208. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The continuation of our V-STOP Program focusing on the prosecution of violent <br />crime against women. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $45,625 FROM THE <br />COMMONWEALTH OF VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES AND APPROPRIATING THE SUM OF $60,833 IN THE FY 2006-2007 <br />GRANTS FUND BUDGET FOR SUPPORT, TRAINING, EDUCATION AND <br />PROSECUTION OF VIOLENT CRIME AGAINST WOMEN." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />07 - 77 - Adoption of an ordinance to grant a real estate tax exemption to certain <br />property owned or to be owned by the Elizabeth River Conservation Area I ("ERCA I"), a <br />nonprofit corporation, said property to be developed as Paradise Creek Nature Park. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br />
