<br />February 13. 2007 <br /> <br />Background: <br />. The purpose of this grant is to provide a contribution to the Hoffler Creek Wildlife <br />Preserve for the Nature Center project to further preserve and educate the community <br />about the area's natural heritage for present and future generations. <br /> <br />Discussion: <br />. Hoffler Creek Wildlife Preserve had 2,595 visitors during FY 2006 in addition to <br />working with 21 different school groups and organizations. A total of 856 school <br />students participated in ongoing educational programs throughout the year at the <br />Wildlife Preserve. An additional 2,319 volunteer hours were contributed to the Hoffler <br />Creek by community organizations and individuals. There are not any fees associated <br />with use of the Preserve. It is currently open on Saturdays from 10 a. m. to 4 p. m. The <br />hope is that the new Nature Center will enable operational hours throughout the week <br />for additional attendance and participation. <br /> <br />Financial Impact: <br />. There is no in-kind match required. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principles: Thriving Neighborhoods and a <br />Sense of Community, Lifelong Learning Community, and Pride of Past Promise of <br />Future. <br /> <br />Next Steps Following Council Action: <br />. The City will provide contribution to the Hoffler Creek Wildlife Preserve and will <br />provide information to the City Council as the project progresses. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $75,000 FROM THE <br />VIRGINIA DEPARTMENT OF NATURAL RESOURCES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2006-2007 GRANTS FUND BUDGET FOR THE <br />CONSTRUCTION OF A NEW NATURE CENTER AT THE HOFFLER CREEK <br />WILDLIFE PRESERVE." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 73 - Adoption of an ordinance accepting $63,000 in Technology Trust Funds <br />received from the State Compensation Board and appropriating said amount in the FY <br />2006-2007 General Fund Operating Budget for the purchase of services and technology <br />to update the Office of the Circuit Court Clerk. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Clerk of Circuit Court assess a fee of $5.00 upon all civil actions, upon each <br />instrument to be recorded in the deed books, and upon each judgment to be docketed <br />in the judgment lien docket book. These funds are to be utilized for implementing <br />automation plans to modernize land records and provide secure remote access to land <br />records. Updating office automation and information technology equipment including <br />software and conversion services; preserving, maintaining and enhancing court records <br />including the cost of repairs, maintenance, service contracts and system upgrades may <br />be funded from this source. <br />. The total available funds from the Compensation Board for FY 2006 are <br />$110,160 <br />. The Clerk of Circuit Court has requested $63,000 to be disbursed to the City of <br />Portsmouth for purchasing services and equipment to update the office. <br />
