Smith, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 16 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING ~ 16-64 THEREOF AND BY <br />AMENDING APPENDIX A THEREOF TO INCREASE MONTHLY RATES FOR TRASH <br />AND GARBAGE DISPOSAL." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith <br />Nays: Holley <br /> <br />07 - 22 - Adoption of an ordinance to amend the City's FY 2006-2007 Waste <br />Management Fund Operating Budget by appropriating an additional $781,220 from <br />funds received as a result of an increase in solid waste fees. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. To begin to resolve its financial crisis, the Southeastern Public Service Authority <br />(SPSA) passed a resolution on October 25, 2006 to raise tipping fees to $75 per ton <br />effective January 1, 2007, which represents an $18 per ton increase in FY-07 over <br />SPSA's current $57 per ton tipping fee. <br />. SPSA is also projecting that on July 1, 2007 tipping fees may increase an <br />additional $15 per ton to $90 per ton, which will increase operating costs of the City's <br />Waste Management Fund in FY-08. <br />. Additionally, the City's landfill has incurred a $5.5 million long-term liability for <br />future closure and post-closure costs resulting from the operation and maintenance of <br />the landfill. <br /> <br />Discussion: <br />. The City's ability to cover the additional costs resulting from the SPSA tipping fee <br />increase and the City landfill operations is dependent upon increasing the Solid Waste <br />Service Charge rate being billed to its 32,780 residents and businesses. <br />. City's Waste Management Fund Operating Budget must increase by $781,220 to <br />fund both SPSA's rate increase and the City's landfill liability, which translates into an <br />average rate increase of approximately $4 per month over the remaining six months of <br />FY -07. <br /> <br />Financial Impact: <br />. $4 increase in the monthly rate (from $22 per month to $26 per month) for Solid <br />Waste Service Charges billed to Portsmouth residents and businesses. <br />. $781,220 increase in estimated revenues and appropriated expenditures in the <br />Waste Management Fund Operating Budget. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinances. The CFO will coordinate with the Directors of General Services and IT to ensure <br />the proper and timely implementation of the Solid Waste Service Charge rate increase <br />effective January 1, 2007. <br />.
