Council, along with citizens, wished Mayor Holley a Happy Birthday. <br /> <br />- Public Hearing - <br /> <br />06 - 539 - Public hearing on use permit, group housing use permit and code <br />amendment applications: <br /> <br />(a) UP-06-15 <br /> <br />OLDE TOWNE NEIGHBORHOOD - Susan and Alex Horster <br />request a use permit to operate a bed and breakfast at 420 Middle <br />Street. Vision Principle: A Robust and Prospering Economy. <br /> <br />1. Leslie R. French III, 208 Glasgow Street, spoke in support of this item. <br /> <br />2. Alex Horster, 420 Middle Street, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. R. Smith, to concur with the <br />recommendation of the Planning Commission that UP-06-15 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(b) UP -06-16 <br /> <br />PORT CENTRE COMMERCE PARK - Darrell Grow requests a use <br />permit to operate a machine shop at 901 Port Centre Parkway. <br />Vision Principle: A Robust and Prospering Economy. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-06-16 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(c) GHP-06-12 <br /> <br />DOWNTOWN NEIGHBORHOOD - Michael R. Bailey requests a <br />Group Housing Use Permit to convert rental units to condominiums <br />at 525 North Street. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that GHP-06-12 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(d) GHP-06-13 <br /> <br />SOUTHSIDE NEIGHBORHOOD - Allen C. Tanner, Jr. requests a <br />Group Housing Use Permit to convert rental units (Portside Manor) <br />to condominiums at 552 Madison Street. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />1. Alan Tanner, 690 J.
