<br />November 28. 2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 28, 2006 there <br />were present: <br /> <br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Vice Mayor Marlene W. Randall opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to approve the minutes of a <br />Called Meeting on November 13, 2006, of a Called Meeting on November 14, 2006, of a <br />Regular Meeting on November 14, 2006, and of a Called Meeting on November 20, <br />2006 were adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06 - 538 - Presentations: <br /> <br />. Presentation by Frank Allen, the Urban Outreach Center and Hope Charitable <br />Services to the City of Portsmouth. <br /> <br />. A resolution adopting the City Council's Vision Principles for the future of the City of <br />Portsmouth. <br /> <br />Motion by Mr. Moody, and seconded by Mr. R. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA <br />ADOPTING SIX VISION PRINCIPLES FOR THE FUTURE LEADERSHIP AND <br />DIRECTION OF THE CITY. <br /> <br />WHEREAS, the Council of the City of Portsmouth, Virginia has considered it <br />vital that it create a clear and informative statement of the City Council's leadership and <br />directional principles; and <br /> <br />WHEREAS, after much deliberation, the City Council has developed six Vision <br />Principles that enunciate the numerous strengths, positive characteristics, and future <br />areas of emphasis of the City of Portsmouth; and <br /> <br />WHEREAS, the City Council desires that these Vision Principles be formally <br />adopted by the Council and disseminated to the public as a reminder of City Council's <br />vigilant commitment to constant improvement in the residential, commercial, and <br />industrial lives of Portsmouth's citizens. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby adopts the aforementioned six Vision Principles. <br /> <br />BE IT FURTHER RESOLVED that a copy of the Vision Principles be filed and <br />posted in the office of the City Clerk, and that additional copies of the Vision Principles <br />be available for distribution to the general public in said office and in other offices of the <br />City." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D.
