<br />November 28. 2006 <br /> <br />Staff Recommends: <br />Adoption of a proposed resolution. Vision Principles: Bold New Directions, A Robust <br />and Prospering Economy, World Class Maritime Center, Lifelong Learning Community, <br />Thriving Neighborhoods and a Sense of Community, and Pride of Past Promise of <br />Future. <br /> <br />Next Steps Following Council Action: <br />. The Office of Management Services will be responsible for coordinating the City's <br />legislative review process during the 2007 General Assembly Session. <br />. The Senior Legislative and Management Analyst will be responsible for lobbying <br />the City's requests and positions during the 2007 General Assembly Session. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION ENDORSING THE 2007 LEGISLATIVE PROPOSALS OF THE CITY <br />OF PORTSMOUTH. <br /> <br />WHEREAS, the Virginia General Assembly deals with a broad range of issues <br />that affect local government both directly and indirectly; and <br /> <br />WHEREAS, the City of Portsmouth has certain concerns that deal with both <br />Portsmouth specifically and local governments in general; and <br /> <br />WHEREAS, these concerns need to be made known to Portsmouth's General <br />Assembly delegation so that they may be transmitted for consideration by the <br />Legislature. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it endorses the attached legislative proposals for the 2007 <br />General Assembly session and directs that both this resolution and the legislative <br />proposals be forwarded to the Portsmouth General Assembly delegation." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06 - 547 - Adoption of a resolution requesting allocation of funds from the Virginia <br />Department of Transportation Fiscal Year 2006-2007 Revenue Sharing Program for <br />street and infrastructure improvements at the proposed Tidewater Community College <br />campus in Portsmouth. Vision Principles: A Robust and Prospering Economy, Lifelong <br />Learning Community, and Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Commonwealth Transportation Board's (CTB) revenue sharing program has <br />been continued for this year but at a reduced level of funding of $15 million statewide. <br />. The program was expanded last year by the CTB to include the urban <br />municipalities and the maximum amount of funds available per locality was increased to <br />$1,000,000 on a one to one matching basis. <br />. Proposed requests for these funds must be submitted to the District VDOT office <br />by December 22, 2006. <br /> <br />Discussion: <br />. The project recommended for the revenue sharing program is the street and <br />infrastructure improvements to support the proposed TCC Campus at the Victory <br />Commerce Park. This project is estimated at a total cost of $12 million. <br />. As a portion of the funding for this project, $1,000,000 is being requested from <br />the CTB revenue sharing program. <br />
