November 28. 2006 Staff Recommends: Adoption of a proposed resolution. Next Steps Following Council Action: . The Office of Management Services will be responsible for coordinating the City's legislative review process during the 2007 General Assembly Session. . The Senior Legislative and Management Analyst will be responsible for lobbying the City's requests and positions during the 2007 General Assembly Session. Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION ENDORSING THE 2007 LEGISLATIVE PROPOSALS OF THE CITY OF PORTSMOUTH. WHEREAS, the Virginia General Assembly deals with a broad range of issues that affect local government both directly and indirectly; and WHEREAS, the City of Portsmouth has certain concerns that deal with both Portsmouth specifically and local governments in general; and WHEREAS, these concerns need to be made known to Portsmouth's General Assembly delegation so that they may be transmitted for consideration by the Legislature. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it endorses the attached legislative proposals for the 2007 General Assembly session and directs that both this resolution and the legislative proposals be forwarded to the Portsmouth General Assembly delegation." Smith, Holley Nays: None 06 - 547 - Adoption of a resolution requesting allocation of funds from the Virginia Department of Transportation Fiscal Year 2006-2007 Revenue Sharing Program for street and infrastructure improvements at the proposed Tidewater Community College campus in Portsmouth. Vision Principles: A Robust and Prospering Economy, Lifelong Learning Community, and Thriving Neighborhoods and a Sense of Community. Background: . The Commonwealth Transportation Board's (CTB) revenue sharing program has been continued for this year but at a reduced level of funding of $15 million statewide. . The program was expanded last year by the CTB to include the urban municipalities and the maximum amount of funds available per locality was increased to $1,000,000 on a one to one matching basis. . Proposed requests for these funds must be submitted to the District VDOT office by December 22, 2006. Discussion: . The project recommended for the revenue sharing program is the street and infrastructure improvements to support the proposed TCC Campus at the Victory Commerce Park. This project is estimated at a total cost of $12 million. . As a portion of the funding for this project, $1,000,000 is being requested from the CTB revenue sharing program.
