The Office of the City Attorney will review said easements for their textural <br />content and review the plats for their appropriateness. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE TWO DEEDS <br />OF EASEMENTS TO HAMPTON ROADS SANITATION DISTRICT FOR <br />UNDERGROUND WASTEWATER ANDIOR WATER REUSE FORCE MAINS ANDIOR <br />GRAVITY MAINS TOGETHER WITH ABOVE ANDIOR BELOW GROUND <br />EQUIPMENT, ACCESSORIES, AND APPURTENANCES THERETO FOR <br />PROPERTY LOCATED AT THE MT. HERMON SCHOOL SITE. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute two Deeds of Easements to <br />Hampton Roads Sanitation District for underground wastewater andlor water reuse <br />force mains andlor gravity mains together with above andlor below ground equipment, <br />accessories, and appurtenances thereto for property located at the Mt. Smith, Holley <br />Nays: None <br /> <br />06 - 546 - Adoption of a resolution endorsing the 2007 Legislative Proposals of the City <br />of Portsmouth. Vision Principles: Bold New Directions, A Robust and Prospering <br />Economy, World Class Maritime Center, Lifelong Learning Community, Thriving <br />Neighborhoods and a Sense of Community, and Pride of Past Promise of Future. <br /> <br />Background: <br />. The 2007 Legislative Package was presented to City Council at the October 24, <br />2006 City Council Public Work Session. <br />. Due to the lack of agreement on funding of transportation issues during the 2006 <br />General Assembly Session, none of the $15 million included in the Governor's budget <br />for the Mainline Safety Median Rail Relocation Project was approved. Therefore, this <br />request was added to the proposed 2007 Legislative Package after City Council's <br />October 24th briefing. <br /> <br />Discussion: <br />. The following legislative requests are included in the 2007 Legislative Package: <br />'" Portsmouth Port and Industrial Commission (PPIC) authority to issue and sell <br />bonds; <br />'" Craney Island Dredged Materials and Elevation Impact Study <br />. The following appropriation requests are included in the City's 2006 Legislative <br />Package: <br />'" Funding for the Mainline Safety Median Rail Relocation Project; <br />'" $6.7 million to fund the formula adopted by the General Assembly in 2000 <br />through legislation that provides impact aid for cities hosting State Port facilities; <br />'" $1.5 million for assistance in expanding exhibits and programs of the <br />Children's Museum of Virginia; <br />'" $25,000 for wheelhouse restoration of the Lightship Portsmouth Museum; <br />and <br />'" $750,000 for the Hoffler Creek Nature Center. <br />
