June 8, 1993 <br /> <br />CiTY ..ANA~R S REPORT - <br /> <br />93-228 - Letter from the City Manager recommending adoption of <br />an ordinance to amend Sections 2-425 and 2-426 of the Code of <br />the City of Portsmouth, Virginia, as it pertains to the <br />Department of Public Health. <br /> <br /> "The Portsmouth Public Health Department has obtained a <br />grant from the Centers for Disease Control of Health and Human <br />Services to initiate a comprehensive Lead Abatement Program. <br />The program involves the abatement of dwelling units, or any <br />other facilities~ where children under the age of six with <br />elevated blood lead levels and pregnant women have been <br />identified as living.~ The program will also involve educating <br />the parents of the affected children and evaluating their home <br />environments to possibty identify other lead sources~7~ <br /> <br /> Existing sections 2-424 and 2~4~6 of the Portsmouth City <br />Code, which gives the Health Director general authority to abate <br />nuisances which are detrimental to health, and a Memorandum of <br />Understanding between the Health Director and City Manager~ have <br />been used as the regulatory authority, it is felt that more <br />clearly defined authority is needed by the Health Department to <br />effectively conduct this program. The proposed City Code <br />chqnges would provide this authority. <br /> <br /> I, therefore, recommend adoption of these amended code <br />sections in order that the Public Health pepartment may be <br />empowered to effectively initiate a comprehensive Lead Abatement <br />Program." <br /> <br /> Motion of Mr. King and seconded by Mr. Epperson, the <br />following ordinance was adopted and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OP THE CiTY <br />OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 2-425 <br />AND 2-426 THEREOF PERTAINING TO THE DEPARTMENT OF PUBLIC <br />HEALTH." <br /> <br />Ayes: Clemons, Epperson~ Griffin, Hawks~ King, Pitts, Webb <br />Nays: None <br /> <br />93-229 - Letter from the City Manager recommending adoption of a <br />resolution to convey property at 242 Elm Avenue to the <br />Portsmouth Redevelopment and Housing Authority. <br /> <br /> "In 1988 the City purchased the house at 242 Elm Avenue <br />for use by the Community Services Board (CSB) as a group home <br />for people with mental retardation. In its budget plan for FY <br />94, the CSB has decided to phase out the group home as a <br />separate program. The residents will be transitioned to other, <br />more appropriate and less costly services, and the staff will be <br />redeployed to other programs where they can be betfer utilized. <br />The Board will then be able to enhance services without <br />increasing expenses or personnel. <br /> <br /> As a result, the Board no longer needs the house for <br />program activities. This resolution would convey the property <br />to the Portsmouth Redevelopment and Housing Authority (PRHA) for <br />disposition with the proceeds after expenses being returned to <br />the City. <br /> <br /> I, therefore, recommend your approval of this resolution <br />to convey the property to PRHA." <br /> <br /> <br />
