June 8, 1993 <br /> <br />t,13 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />June 8, 1993, there were present: <br /> <br /> Mayor Gloria O. Webb, <br />Ciemons, John H. Epperson, <br />Hawks, Cameron C. Pitts, V. <br />Katz, City Attorney. <br /> <br />Vice ~ayo_ Lee E. King~ Johnny M. <br />Bernard D. Griffin, Sr., James C. <br /> %rayne Orton, City Manager, Stuart E. <br /> <br /> Ebony Jones~ 5th erade student at John Tyler Elementary <br />School, opened the mee[ing with prayer followed by the Pledge of <br />Allegiance to the Flag which was led by Brandon Newbilt, 3rd <br />grade student an John Tyler Elementary School. <br /> <br />Mayor Webb welcomed all in attendance. <br /> <br />93-222 - Motion of Mr. King and seconded by Mr. Epperson, the <br />minutes of a Called Meeting of May 25, 1993; the minunes of a <br />Regular Meeting of May 25, !993; and the minutes of a Called <br />Meeting of June i~ 1993, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br />93-224 - Presentation of a proclamation to Shirley Lacey, Nurse <br />Manager, for "Public Health Nursing Day." <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Pitts to hear Item <br />93-226, a Public Hearing on a rezoning application, before Item <br />93-225r Non-Agenda Speakers, and was 'adopted by unanimous vote. <br /> <br />93-226 Public Hearing on a rezoning application: <br /> <br />g-93-08 <br /> <br />Rezoning application of Mid-Atlantic Bottling <br />Company, Inc., tc rezone property at 2600 Airline <br />Boulevard and further described as Tax Map ~40, <br />Paree! 3; from Commercial C-2 to Industrial M-1-K. <br /> <br />Motion of Mr. Hawks and seconded by Mr. Epperson to concur <br />with the recommendation of the Planning Commission that Z-93-08 be <br /> ~provee. The motion was approved on first reading by unanimous <br />vote. <br /> <br />93-225 - Non-agenda Speakers: <br /> <br /> James T. Martin, member of the Portsmouth Division, Hampton <br />Roads Chamber of Commerce, spoke concerning financial support by <br />the City for the program presentation to be made to the Base <br />Realignment and Closure Review Committee no keep the Norfolk <br />Naval Shipyard in Portsmouth open. <br /> <br /> Leslie A. White, President, Ida Barbour Tenant Council, Inc., <br /> =un~ usage and home <br />spoke on ~om_.unlty Development Block Grants ~' ~ <br />ownership by public housing residents. <br /> <br /> Helen Person~ 1314 Green Street, spoke on the lead <br />contamination problem at Washington _ark and requested assistance <br />from Council to relocate the residents in the area. <br /> <br /> J. Brewer Moore, 308 Bobby Jones Drive, President, Hodges <br />Manor Civic League, Inc., presented Council with a resolution from <br />the Civic League calling for term limitations for Council members. <br />(Exhibit 93-226 A) <br /> <br /> Char!ie E. Riddick, 718 Henry Street, requested any new <br />information available on the Abex Superfund Site. At Council's <br />reeuest Leeanne Nurse of the EPA came forward and provided <br />additional information. (Exhibit 93-226 H) <br /> <br /> <br />
