January 9, 2001 <br /> <br />00-310(a): <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO GATEWAY STORAGE <br />ASSOCIATES, L.L.C., FOR THE OPERATION OF A SELF-STORAGE FACILITY <br />AT 3571 GATEWAY DRIVE. <br /> <br /> WHEREAS, Gateway Storage Associates, L.L.C., has made application <br />pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for <br />the granting of a use permit to operate a self-storage facility at 3571 Gateway Drive, <br />Portsmouth, Virginia; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the granting the <br />application for a use permit with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That the use for which the permit hereinafter-described is sought: <br /> <br /> (a) Will not adversely affect the health and safety of persons residing or <br />working in the neighborhood of the proposed use; <br /> <br /> (b) Will not be detrimental to the public use or injurious to the property or <br />improvements in the neighborhood; <br /> <br /> (c) Will be provided with sufficient landscaping to insure compatibility with <br />surrounding uses; <br /> <br /> (d) Will be a project that will be developed according to a plan for parking, <br />driveways, and curb cuts which will provide for safe and convenient traffic movement; <br />and <br /> <br /> (e) Will be in accordance with the purposes of the City of Portsmouth Zoning <br />Ordinance. <br /> <br /> 2. That Gateway Storage Associates, L.L.C., is hereby granted a use permit <br />pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for <br />the operation of a self-storage facility on property located at 3571 Gateway Drive, and <br />being more particularly described as: <br /> <br />UP-O0-16 <br /> <br /> Beginning at point 647'+ from Southeast corner of the <br />intersection of Twin Pines Road and Gateway Drive; thence, <br />east 136'+ to a point; thence; in a southeasterly direction 402'+ <br />to a point; thence; west 326'--+ to a point; thence, north 100'+ to <br />a point; thence, in northeasterly direction 83'+ to a point; <br />thence, north 60'+ to a point; thence, west 30'+ to a point; <br />thence, north 138'+ to the point of the beginning. <br /> <br />3. That the use permit is approved subject to the following conditions: <br /> <br /> (a) The proposed project shall conform to the submitted site plan, identified as <br />Exhibit A and attached hereto. <br /> <br /> (b) All activities conducted on this site shall comply with Section 24-255 of the <br />City Code and all other ordinances and regulations pertaining to noise. <br /> <br /> (c) A landscape buffer fence shall be constructed along the Gateway Drive <br />frontage of the mini-storage that matches the landscape buffer treatment of the existing <br />storage complex in width, fence detail and height; and, landscaping treatment. The <br />access gate for the emergency driveway shall match the detail of the fence along <br />Gateway Drive. <br /> <br /> <br />
