January 9, 2001 <br /> <br />(b) UP-00-18 <br /> <br />MOUNT HERMON NEIGHBORHOOD - Dominion Virginia Power <br />Company requests a use permit to upgrade the microwave <br />communication facilities at 1600 Hamilton Avenue. <br /> <br />1. Gail Lamm, 2400 Grayland Avenue, Richmond, VA, spoke in support of the use <br /> permit. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Whitehurst, to concur with the <br />UP-00-18 be approved on first <br /> <br />(c) UP-00-21 <br /> <br />PARKVlEW NEIGHBORHOOD - The Portsmouth Boat Club <br />requests a use permit to operate a membership organization at 20, <br />24 and 30 Elm Avenue. <br /> <br />1. Lilly T. Stone, 12 Harris Road, spoke in support of the use permit. <br /> <br />2. Kevin Keene, 32 Elm Avenue, spoke in opposition to the use permit. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that UP-00-21 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) CA-00-06 <br /> <br />CITYWIDE - The City of Portsmouth requests code amendments in <br />the Zoning Ordinance relating to merger of parcels that do not meet <br />minimum area requirements Section 40-162.1; commercial frontage <br />of parcels on public streets Section 40-43.6. <br /> <br />1. William E. Copeland, 2107 Staunton Avenue, asked questions about the proposed <br /> code amendment. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CA-00-06 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(e) S-00-09 <br /> <br />WESTHAVEN NEIGHBORHOOD - Ordinance granting the request <br />of the City of Portsmouth and the City School Board for the closure <br />of a portion of Griffin street from its intersection with the west right- <br />of-way of Rodman Avenue to the point where said street intersects <br />with the eastern line of Lot 17 on Griffin Street; and that portion of <br />Nottaway Avenue from its intersection with the north right-of-way <br />line of Clifford Street. <br /> <br />1. Dan Pendarvis, 3920 Burtons Point Road, spoke in support of the street closure. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING PORTIONS OF GRIFFIN STREET <br />AND NOTTAWAY AVENUE." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />00 - 310 - Use permit applications: <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to adopt the following <br />resolution, approved at the December 12, 2000 meeting, and was adopted by the <br />following vote: <br /> <br /> <br />
